About this file

This document is a Questions and Answers (Q&A) file for the ND OMAD 2024(1) Minuteman Missile Access Road project, Invitation for Bid (IFB) #6982AF25B000015. The project involves road access improvements with a total project price of $4,335,000.00, and questions were submitted between November 6 and December 5, 2025. Key details include a completion date of August 14, 2026, with contractors able to work on multiple sites simultaneously. The Q&A addresses technical specifications for surface course aggregate, quality control requirements, performance period, testing, surveying, and bidding instructions.

Notable requirements include providing a Quality Control Manager (QCM) on-site, using Masterworks project management software, and following specific bid schedule instructions. The project does not require grade stakes, SWPPP, or silt fencing, and contractors are responsible for sourcing water and determining their own approach to certain project elements. Bidders must follow the bid schedule instructions on page A-4 of the IFB, pricing only the mileage they can complete within the $4,335,000.00 limit, and refer to various sections of the Federal Acquisition Regulation (FAR) and Special Contract Requirements (SCR) for detailed guidance.
