About this opportunity

The Federal Highway Administration seeks contractors for the ND OMAD 2024(1) Minuteman Missile Access Road project, which involves road maintenance and improvements on gravel roads supporting the Department of Defense's Air Force Intercontinental Ballistic Missile Program (Minuteman) in North Dakota. The project will utilize a fixed-price variable-scope contracting method to recondition and re-gravel existing aggregate surface roads across six counties in North Dakota, working in cooperation with Minot Air Force Base and the Central Federal Lands Highway Division. The scope includes roadway reconditioning and adding four inches of aggregate surface course with a maximum width of 24 feet and a 4% crown, with all work staying on the existing roadway bench. This pre-solicitation notice specifies that it is not yet an invitation for bid and that plans and specifications are not currently available. No specific evaluation criteria, deadlines, or response dates have been provided in this preliminary announcement.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237310 for Highway, Street, and Bridge Construction. The project encompasses up to 73.742 miles of roadway improvements, though the actual mileage awarded will depend on contractor bids and the prioritized schedule of roadways identified in the project plans, specifications, and estimates. The contract structure allows for variable mileage to be awarded based on the fixed-price variable-scope methodology, meaning the total scope will be determined by contractor pricing and available funding. No incumbent contractors, specific award values, or budget ranges are mentioned in this pre-solicitation phase. The work supports critical infrastructure for the Office of Missile Air Defense Program (OMAD) through the Defense Access Road (DAR) program, which funds annual maintenance and improvements on certified gravel roads used by military operations.
