About this opportunity
The National Park Service seeks elevator inspection, maintenance, and repair services at the Filene Center, Wolf Trap National Park for the Performing Arts, with proposals due August 13. The procurement is a total small business set-aside under NAICS 238290 with a $22 million size standard.
Place of performance is Vienna, Virginia. The requirement covers three conveyances: one Dover hydraulic passenger elevator, one Gillespie hydraulic freight elevator, and one Gillespie electric cable personnel lift. All work must comply with ASME A17.1/CSA B44-2019 and equipment manufacturer specifications. The contractor must respond to service requests within two hours during regular working hours (7:00 a.m. to 6:00 p.m., seven days weekly including holidays except Christmas) and provide 24/7 emergency callback coverage at no additional cost. Personnel must include a qualified supervisor, journeyman-level mechanics with appropriate state or local licenses, and an independent ASME QEI-1 qualified inspector. All contractor personnel require DOI Personal Identity Verification (PIV) credentials before unsupervised facility access.
The contract is firm-fixed-price for commercial items under FAR Part 12. The base period is one year with four one-year option periods available at Government discretion. Preventive maintenance is priced monthly for nine months annually (April through December); the contract includes five-year ASME safety and buffer tests. On-call and emergency callback coverage is priced as a fixed annual amount covering all three units around the clock with maintenance repairs capped at $3,000 per incident included in this line item. Reimbursable repairs exceeding $3,000 per incident are subject to a Government-established $15,000 not-to-exceed allowance per period. Service Contract Act wage standards apply per Wage Determination 2015-4281. Evaluation uses trade-off methodology considering price reasonableness and technical merit. The contracting officer is Casey Winters (casey_winters@ios.doi.gov). Questions are due August 5, 2026, at 2:00 p.m. Mountain Time. Site visits are available August 11, 2026, from 11:00 a.m. to 12:00 p.m. Eastern Time. Offerors must acknowledge receipt of Amendment 0001 prior to the question deadline or face rejection.
