About this file

This is a Price Schedule for fixed-price elevator maintenance services at the Filene Center, Wolf Trap National Park for the Performing Arts. The National Park Service requires monthly and annual preventive maintenance and inspection for three lifting units: a Dover hydraulic passenger elevator, a Gillespie hydraulic freight elevator, and a Gillespie electric cable personnel lift. Monthly preventive maintenance is provided for nine months annually (April through December), with each unit requiring separate pricing. Annual preventive maintenance for all three units must also be separately priced. The contract includes a 12-month on-call and emergency callback coverage line item covering all three units around the clock, including all days and hours, with maintenance repairs capped at $3,000 per incident included in this line item.

Quoters must provide hourly labor rates for Elevator Mechanics and Elevator Mechanic Helpers (both regular and overtime) and a materials markup percentage, which serve only to evaluate reimbursable repairs exceeding $3,000 per incident and to price in-scope modifications—these rates are not a payment basis. The Government has established a not-to-exceed allowance of $15,000 per period for reimbursable repairs outside the fixed-price items, which quoters do not price directly. The base period consists of nine months of monthly maintenance, with four one-year option periods following an identical structure. Evaluation includes the base period total, all four option periods, and a six-month extension valued at one-half of the final option period total. All monthly rates quoted become the basis for computing equitable adjustments if equipment is out of service, and five-year ASME safety and buffer tests required by the Statement of Work are included in the maintenance pricing.

Section B: Price Schedule Elevator Maintenance Services, Filene Center, Wolf Trap National Park for the Performing Arts PR: 44033231 | Solicitation: [reissue solicitation number] All line items under this solicitation are fixed-price. The Government does not acquire any service under this solicitation on a time-and-materials or labor-hour basis. The hourly labor rates quoted in the Rate Table below are used to evaluate cost proposals for reimbursable repairs under CLIN x003 and to price in-scope modifications. They are not a basis for payment, and no line item is paid on the basis of hours worked.

Quoters complete every shaded price field for the base period and all four option periods, and the Rate Table. Quoters do not price CLIN x003. The Government has established the not-to-exceed allowance shown for each period; it is identical for all quoters and is stated so that quoters understand the anticipated volume of reimbursable repair activity outside the fixed-price line items. Quoters should not include repair exposure exceeding $3,000 per incident in their CLIN x002 pricing; that work is separately ordered and paid under CLIN x003.

Evaluation. Per FAR 52.217-5 and the FAR 52.212-2 tailoring, the total evaluated price is the sum of the base period, all four option periods, and the evaluated value of the FAR 52.217-8 six-month extension, computed as one-half of the final option period's quoter-priced total. The CLIN x003 reimbursable allowances ($15,000.00 per period, $75,000.00 across the base and all option periods) are Government-established, identical for every quoter, excluded from the total evaluated price, and added to the contract's ceiling at award.

Rate Table (Not a Payment Basis) Quoted rates are fully burdened. They are used only to evaluate CLIN x003 cost proposals under SOW Part 4 and to price in-scope modifications.

Schedule Notes

1. The monthly rate quoted for a specific elevator (CLINs x001AA through x001AC) is the basis for the out-of-service equitable adjustment computed under SOW Part 2, Equipment Breakdown.

2. Monthly preventive maintenance and inspection is performed during the nine April-through-December season months falling within each 12-month period.

3. The five-year ASME A17.1/CSA B44 safety and buffer tests required by SOW Part 2 are included in CLIN x001 pricing for the period in which they fall.

4. CLIN x002 coverage runs the full 12-month period, including all hours outside regular working hours, weekends, and holidays.

5. Invoicing per SOW Part 12: CLINs x001 and x002 in equal periodic installments; CLIN x003 only against an issued NPS Form 10-3470 Delivery Order at that order's established price.

6. The CLIN x003 allowance is not a promise of work. The Government is obligated on CLIN x003 only to the extent of delivery orders actually issued, orders are subject to the availability of funds, and unused allowance expires with the period. The $15,000.00 per-period amount reflects the park's funded annual repair labor budget and its historical repair activity, and is provided so quoters can price CLINs x001 and x002 without loading them for over-$3,000 repair contingencies.
