About this opportunity
GSA Federal Acquisition Service, procuring on behalf of the Department of Navy, seeks thirty-eight 34-ton stake break-bulk trailers with an option for up to nineteen additional units, with quotations due June 18, 2026 at 12:00 PM EST. This is a 100% small business set-aside under NAICS 336212 (Truck Trailer Manufacturing).
Place of performance spans eight separate Naval installations across the continental United States, with delivery timeframes of one to thirteen days after receipt of order. Quotations must be submitted electronically to Contracting Officer John E. Hodges at john.hodges@gsa.gov.
Quoters must submit three volumes: Volume 1 documenting technical specifications and how products meet the Purchase Description requirements; Volume 2 containing three to five relevant past performance references from the past five years with contract value and points of contact; and Volume 3 containing completed SF-18 forms, MVDO administration data, line items with unit pricing, and delivery schedules. Vendors must possess active SAM registration and comply with all solicitation requirements.
Quoters may propose alternative products or configurations by submitting the Technical Exceptions Worksheet (Attachment 3) or Brand Name or Equal Worksheet (Attachment 4). The Letter of Supply (Attachment 7) requires digital signatures from both the quoting company and the manufacturing or supplying company.
Award will go to the highest technically rated quotation with fair and reasonable pricing. Technical evaluation factors—Technical Approach and Past Performance—are equally weighted. Price is evaluated separately and not traded against technical merit. Payment is via electronic funds transfer through the System for Award Management, with invoices submitted through GSAFleet.gov. Three amendments have been issued: Amendment 001 extended the deadline by seven days and posted questions and answers; Amendment 002 clarified digital signature requirements for the Letter of Supply; Amendment 003 increased the quantity from thirty-seven to thirty-eight units and added a delivery location.
