About this file

This is a Request for Quotation (RFQ) issued by the General Services Administration (GSA) for the procurement of thirty-seven (37) 34-ton break-bulk trailers, with an option to increase quantity by up to eighteen (18) additional units for a maximum total of fifty-five (55) trailers. The solicitation number is 47QMCA26Q0064, issued on May 26, 2026, with quotations due by June 11, 2026 at 12:00 PM EST. This is a 100% small business set-aside under NAICS code 336212 (Truck Trailer Manufacturing). Quotations must be submitted electronically to the Contracting Officer, John E. (Ed) Hodges, at john.hodges@gsa.gov. The delivery locations span multiple naval installations across the United States, with initial delivery quantities ranging from three to thirteen trailers at various locations, and the final destination to be determined at time of option award.

The evaluation methodology prioritizes technical merit, with award going to the highest technically rated quoter provided their price is fair and reasonable. Technical evaluation factors are equally weighted between Technical Approach and Past Performance. Price evaluation is conducted separately and is not scored or traded against technical factors. Quoters must submit three volumes: Volume 1 (Technical specifications and past performance), Volume 2 (Recent and relevant past performance references from the last five years), and Volume 3 (Pricing and delivery information including completed SF-18 forms). All payments will be made via electronic funds transfer through the System for Award Management. Invoices must include applicable Motor Vehicle Delivery Order (MVDO) numbers and be submitted through the IPP government portal. The acquisition incorporates FAR Part 12 commercial item procedures and includes standard federal provisions and clauses applicable to commercial products and GSA acquisitions.

FAR 52.212-2, Evaluation—Commercial Products and Commercial Services, when using the procedures in 12.201-2.

1. Basis for Award

The Government will award a contract to the responsible quoter with the Highest Technically Rated quote and a Fair and Reasonable Price.

● The Government will rank technical proposals from highest to lowest.

● Price is not scored and will not be traded against technical merit.

● Award goes to the top-ranked technical quote, provided their quoted price is fair and reasonable.

2. Technical Evaluation Factors

We will evaluate and rank technical proposals using two equally important factors:

● Factor 1: Technical Approach

● Factor 2: Past Performance

3. Price Evaluation

The Government will evaluate price separately from the technical ranking. The Government will review the highest-ranked technical proposal's price for fairness and reasonableness. If the highest technically rated quote is fair and reasonable, they will be awarded the MVDO. If the rated technical quote is not priced fair and reasonable, the

GSA RFQ47QMCA26Q0064 Page 10 of 13

Government will move to the second-highest ranked proposal, and repeat until an award is made.

*Note to quoters - the Government will NOT consider tradeoffs between cost or price and non-cost or non-price factors, and that the highest technically rated proposal will be selected for award IF it offers a fair and reasonable price.

Quotes will be evaluated using the following non-price evaluation factors which are all equal in importance:

Technical Past Performance

Technical: is based on how well the proposed products or services meet the Government’s requirements.

Note – vendors are encouraged to highlight any special features the quoted item has in comparison to the government requirements. If your company can provide above and beyond the requirements listed in the purchase description, please list that information as a value added. The Government will evaluate any information listed as value added to determine if there’s a benefit to the Government and assess the technical evaluation accordingly.

Past performance: Information provided should be recent (limited to the past five years). Information should be relevant (similar to the project in this RFQ). There should be a dollar value for each contract performed to allow the assessment of the project magnitude. There should be a point of contact for each government or commercial contract being referenced with a phone number and email address to allow the Government the opportunity to gather or confirm performance information.

Price: List the unit price with a total price for the quoted item and include the estimated delivery time and delivery method (for example, stacked or not stacked for trailer deliveries).

Vendors are encouraged to provide information (excluding cost or pricing data) to assist the Government in determining that their quoted price is fair and reasonable.

For example, previous prices paid for materials on previous successful projects.
