About this opportunity

Naval Supply Systems Command seeks contractor support for functional training and knowledge transfer services at NAVSUP Weapon Systems Support locations, with final proposals due July 31, 2026. This procurement is a competitive 8(a) set-aside restricted to Women-Owned Small Businesses (WOSB), including Economically Disadvantaged WOSB (EDWOSB), with a $15 million size standard under NAICS 611430.

Place of performance includes Mechanicsburg, Pennsylvania; Philadelphia, Pennsylvania; Norfolk, Virginia; and virtual environments. The contract runs for a 12-month base period from September 7, 2026 through September 6, 2027, with four optional one-year extensions through September 6, 2031. The acquisition uses a soft two-step process: Step One (Corporate/Performance Overview, maximum two single-sided pages) was due July 17, 2026 at 3:00 PM EST; Step Two final proposals are due July 31, 2026 at 2:00 PM Philadelphia time. Questions were due July 20, 2026.

The contractor must deliver comprehensive training development, delivery, and sustainment across six functional areas including Logistics Management Specialist, Supply Planner, Weapon System Program Manager, Navy Technical Referral/Reprocurement Technician, Allowancing and Outfitting, Platform Management, and Contracting. Key deliverables include sustainment of 75 existing courses, development of 20 new courses, 8 new web-based training modules, 2 web-based gameboards, 2 interactive gameboards, 70 contractor-delivered training events annually, and 8–10 hours weekly of knowledge transfer sessions. All training integrates with Navy's Waypoints learning management system, with SCORM files posted within three business days of completion. All contractor personnel require security clearances, background investigations, Common Access Cards, and Cyber Awareness training certification before becoming productive.

The contract is Firm Fixed Price. Evaluation weighs Management Approach (addressing staffing, training development and delivery, project management, quality control, and flexibility to business process changes) more heavily than Past Performance, then price. Amendment 0002, issued July 22, 2026, added a Questions and Answers attachment addressing industry inquiries. The incumbent contractor performs under contract N0018925PZ296. Contracting officer is Jacob Segal at Naval Supply Fleet Logistics Center Norfolk.
