This is a Questions and Answers document for RFP N0018926RW025, a NAVSUP WSS Navy ERP Training and Knowledge Transfer contract. The incumbent contractor is performing under contract N0018925PZ296.

The contract requires comprehensive training development and sustainment services for the Navy Supply Systems (WSS) organization. Key deliverables include: sustainment of 75 existing course offerings (approximately 35-40 contractor-led courses offered 1-6 times annually), development of 20 new courses/training objects, creation of 8 new web-based training modules, sustainment of 2 existing web-based modules, contractor-delivered training events (typically one hour each), sustainment of a 55-video MS Teams library, and development of 2 new interactive web-based gameboards. Contractor services must include 8-10 hours per week of Knowledge Transfer Sessions per Subject Matter Expert, with all training delivered via MS Teams or in-person at three NAVSUP WSS locations (NSA Philadelphia, NSA Mechanicsburg, or Norfolk, VA). The contractor must create Waypoints administrative support for events and sessions, develop editable web-based training files (including Articulate Storyline and Rise projects), and post SCORM files to Waypoints within three business days of completion. Training scope encompasses multiple functional areas including Logistics Management Specialist, Supply Planner, Navy Technical Referral (Reprocurement Technician), and Contracting Training, with emphasis on ePS SUP system knowledge as implementation occurs. QUESTIONS AND ANSWERS for Amendment:

Q1) Question: A general question on the due date for Step 2. Would the WSS team consider extending the due date for Step 2 to 15 days after notification to successful vendors?

A1)Answer: We received your email and will take it into consideration.

Q2)Question: Is there an incumbent for this solicitation? If so, can you please provide the previous contract number?

A2)Answer: Yes. Services are currently being performed under contract # N0018925PZ296

Q3)Question: Please share the PWS under contract # N0018925PZ296?

A3)Answer: No

Q4)Question: Under Full Course Sustainment and Internal Course Sustainment:

Q4a. Is this just the sustainment of existing gameboards, or does this also include curriculum and web-based training?

A4a: This refers to a variety of trainings materials (e.g., courses, web-based trainings, desk guides, checklists, training plans, curriculums, reference tools, etc.). At the start of each Period of Performance (PoP), contractors with work with the WSS Training Managers and government SMEs to develop a sustainment schedule. Some training objects require sustainment every year while others require an internal or full top/down sustainment every two years.

Depending on organizational, system or policy changes, the sustainment schedule is very fluid and require a certain level of flexibility to work with functional area SMEs to identify the extent of course updates and completion timeframes.

Q4b. What are the total instructional hours for the 75 existing courses?

A4b. Each course is typically one instructional hour. We have about 35-40 total contractor-led courses that are offered between once to 6-8 times a year based on the level of demand. The 75 refers to the total number of offerings and is not necessarily for 75 different, distinct courses.

Q5. Under New Course Builds:

Q5a. Is the contractor expected to build gameboards, curriculum, web-based training, or some combination of the three for this effort?

A5a. Yes, this contract requires a minimum of new builds. However, the breakdown regarding the type of build will depend entirely on the needs of the government SMEs. At the start of the PoP, the contractor project team lead with meet with the WSS Training Managers and SMEs to develop a list of desired new builds. Once this list is consolidated, the WSS Training Managers will help prioritize and finalize a list of required new builds for the year. This list will contain a variety of different training objects/types.

Q5b. What are the expected total instructional hours for all 20 new courses?

A5b. Depending on what the new build is (e.g., desk guide, web-based training, training plan, course, etc) and its depth and complexity, the total amount of instructional design is unknown.

Q6. Under New Web-based Training Modules:

Q6a. What are the expected total instructional hours for all 8 new modules?

A6a. Depending on its depth and complexity, the total amount of instructional design is unknown.

Q7. Under Web-based Training Module Full Sustainment:

Q7a. What are the total instructional hours for the 2 existing modules?

A7a. Depending on the extent of the changes/updates and the availability of government SMEs to provide content/feedback (as applicable), the total amount of instructional hours is unknown.

Q8. Under Contractor-delivered Training Events:

Q8a. What is the expected length of each event?

A8a. Each event is typically one hour in length. Some events are offered multiple times a year depending on the demand.

Q8b. Does this include new hire training and one-on-one sessions?

A8b: No, the contractor-delivered training events are separate from new hire training and one-on-one over the shoulder sessions.

Q8c. Under what venues is the contractor expected to conduct instructor services?

A8c. All contractor-delivered trainings must be provided/delivered via MS Teams or in-person at one of three NAVSUP WSS sites/facilities (NSA Philadelphia, NSA Mechanicsburg, or Norfolk, VA).

Q9. Under Sustainment of the WSS Video Library:

Q9a. How many videos are currently in the library?

A9a. We currently have about 55 MS Teams recordings in our video library.

Q9b. Will the sustainment efforts require additional video shoots to support sustainment efforts?

A9b. No, video shoots. Sustainment includes recording virtual training events, minor editing, uploading, positioning the recordings in the appropriate location on the functional training sharepoint site, and ensuring all WSS employees have access to these recordings.

Q7. Under Development of Web-Based Game Boards:

Q7a. What is the anticipated complexity and interactivity of the two new gameboards?

A7a. The exact complexity and level of interactivity have not been identified at this time.

The contractors will be required to work with the WSS Training Managers and government SMEs to create an outline of content, the design and structure of the gameboard to optimize the delivery of the content, and the different interactive components to ensure effective learning.
