About this opportunity
The Defense Health Agency is seeking a firm fixed price commercial services contract for ambulance and patient transport services at Naval Branch Health Clinic (NBHC) Bahrain. The contractor must provide emergency medical services staffed by EMT-Paramedics with Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS) capabilities, operating 24/7/365 from Naval Support Activity Bahrain with ambulances no more than eight years old. Services include patient transportation to host nation hospitals within a 45-kilometer radius of NSA Bahrain, with a mandatory 5-minute response time and strict requirements for medical certifications, equipment standards, and compliance with Kingdom of Bahrain and U.S. medical regulations. Evaluation will be conducted using a lowest price technically acceptable (LPTA) methodology based on three factors: price (assessed for fairness and reasonableness), technical capability (demonstrating ability to perform per the Performance Work Statement), and past performance (using existing government performance databases). Proposals are due by January 14, 2026, at 12:00 PM EST to Carol Uebelacker (carol.e.uebelacker.civ@health.mil), with written questions and clarifications having been due December 29, 2025, and Q&A responses posted as of January 12, 2026.
This solicitation is not set aside for any specific business category, though a prior version referenced a Women-Owned Small Business (WOSB) designation. No current contractor information is provided in the solicitation materials. The contract covers a base period from February 21, 2026, through February 20, 2027, with four optional one-year extension periods extending through February 20, 2031. Staffing requirements specify two personnel per 12-hour shift or four personnel per 24-hour operations, with the contractor expected to provide a monthly firm fixed price inclusive of all costs (crew, fuel, tolls, and other operational expenses).
