About this file

This document is a Questions and Answers (Q&A) file for Naval Branch Health Clinic Bahrain's Ambulance Services solicitation (HT940626QE008), providing critical clarifications for potential contractors. The solicitation requires a firm-fixed price contract for ambulance and patient transport services at Naval Support Activity Bahrain, with EMT-Paramedics providing emergency medical services within a 45km hospital transport radius. Key clarifications include mandatory Bahrain MOH/NHRA licensing for medical personnel, base access protocols, response time expectations (5-minute response), and confirmation of staffing requirements (two people per 12-hour shift, four people per 24 hours).

Pricing and operational details reveal the contract expects a monthly firm-fixed price inclusive of all costs (crew, fuel, tolls, etc.), with no additional reimbursable expenses. The government will occasionally request a backup ambulance (anticipated five or fewer times annually), with no separate billing for this service. Base access and security vetting will be managed post-award, with contractors expected to submit personnel information in advance. The solicitation is specifically targeted to sources authorized to operate in Bahrain, with questions originally due by December 29, 2025, and managed by the Defense Health Agency (DHA).

HT940626QE008 Performance Work Statement Questions and/or Clarification

1) Response time definition

1. The PWS requires 5-minute response. Please confirm: is the 5 minutes measured from time of call receipt by contractor to arrival on-scene, and what is the dispatch source (NBHC, base dispatch, contractor dispatch)? Yes, Dispatch Source – Base Dispatch

2) Second ambulance requirement

1. The PWS references the ability to provide a second ambulance. Please confirm whether the second ambulance must be:

· physically stationed on NSA Bahrain at all times, or No

· maintained as a “surge/backup” capability off-base that can deploy within the required timeframe. Yes, as needed

· We don’t see a clin for the second Ambulance incase needed? How will we bill that? There will be NO Backup ambulance stationed on Base, COR will request an additional ambulance 1 week prior to any drill and/or any backup situation where additional emergency response services may be necessary. There will be NO additional billing for a second ambulance as this is anticipated to be a rare request.

2. Section 2.3.5 of the Performance Work Statement (PWS) references the provision of backup ambulances. Please advise on the anticipated number of backup ambulances that may be required. Request would be for one (1) additional backup ambulance on rare occasions (five (5) or less times per year). In 2025, there were only two (2) requests for a backup ambulance to be on standby on the base.

3. Section 2.3.5 also notes that a backup ambulance should be in place one week prior to COR notification. Please clarify whether this requires the ambulance to be physically positioned on base. The COR will ensure that the request for a backup ambulance is provided to the KTR one week in advance. On the day that the backup ambulance is required, it should be physically stationed on base.

4. Is the intent to have more than one backup ambulance and crew on site? Only on the request from the COR which will be rare.

3) Credentialing and licensing

1. Please confirm the acceptable Bahrain credentialing standard for EMS staff:

0. Are Bahrain MOH/NHRA licenses mandatory for EMTs/paramedics, or will the Government accept equivalent credentials with local authorization in process? Yes, Bahrain MOH/NHRA licenses are mandatory.

2. Are there any specific vaccination/occupational health requirements for EMS personnel beyond Bahrain law (TB screening, Hep B, flu, etc.)? No

3. As per the Bahrain National Health Regulatory Authority (NHRA), EMT-B is certified as Basic Life Support (BLS), and EMT-P is considered equivalent to BLS, ACLS, PALS, and PTLS. Kindly confirm whether this equivalency will be acceptable for the purposes of this solicitation. (References 2.2.3 of PWS) Yes

5) Reporting and documentation format

1. For Patient Care Reports (PCRs), does NBHC require a specific format/system, or is a contractor PCR form acceptable as long as it includes required elements and timelines? Yes, the monthly documentation is turned over to the COR.

2. For inventory checks, does NBHC provide an official inventory sheet template, or should the contractor submit their own format? The contractor may submit their own inventory sheet template and submit monthly inventory checks to the COR.

6) Base access / security

1. Please confirm the expected timeline for security vetting and base access for personnel and vehicles after award, and whether any temporary access is permitted during onboarding. Manager will submit all qualified personnel’s information to the clinic to prepare base access. Timeline for vetting and approval is beyond the clinic’s control as this is a base process.

2. In case the second ambulance is needed the temporary, EMTs will need base access. Can this be done immediately? Once the contract is awarded, contractor should submit information for all qualified personnel to include any that may be utilized in the case of the second ambulance. This will allow the base to vet all potential EMTs at the beginning of the award.

3. Please advise whether assistance will be provided to facilitate site access for personnel and equipment. Yes, as requested to the COR.

7) Transport scope

1. For off-base transport within the stated radius, please confirm whether the contractor may transport to any receiving hospital designated by NBHC, including during peak traffic, and whether there are any restricted facilities. Within 45km Radius from NSA Bahrain.

8) 1) CLIN / pricing structure

1. Please confirm the pricing basis for each CLIN (0001–4001): is pricing expected as monthly firm-fixed price, daily, per trip, or another unit? The pricing should be submitted as a monthly firm-fixed price.

1. For transports, does the Government expect all costs included (crew, fuel, tolls, disposables, oxygen, cleaning, maintenance), or are any costs treated as ODCs/reimbursables? The submitted monthly firm-fixed price within each CLIN should be inclusive of all determined costs (crew, fuel, tolls, etc); no costs are ODCs/reimbursables.

1. Section 2.10 appears to be missing from the sequence of the PWS. Kindly advise if there is any specific information or narrative associated with this section. This was an error; 2.10 was deleted and the remaining items were not renumbered; this has been corrected.

1. Attachment 1 of the addendum requires submission of a Cover Sheet. Please confirm whether this is intended to be the first page of SF 1449. No, the cover sheet will be a separate sheet in the proposal submission; it is not the 1st page of the SF1449.

1. Attachment 1 of the addendum also requires submission of a Table of Contents. We respectfully request clarification and a brief description of the information expected to be included. The table of contents should be a summary of all information submitted. Here is an example of a table of contents:

9) Additional questions

1. Are there any limitations on the number of shifts permitted per day? Two people for 12 hr shifts per day, 4 people for every 24hrs based off ambulance manager requirements.
