About this opportunity

The NATO Communications and Information Agency (NCIA) issued a Request for Information (RFI) on tactical voice and data gateway solutions, with responses due by November 4, 2026 (extended from October 14, 2026 by Amendment 1). This RFI is solely for market research and planning purposes and does not constitute a binding solicitation or commitment to award a contract.

NCIA seeks industry input to inform acquisition strategy for a voice and data gateway solution enabling real-time voice, messaging, and data exchange across strategic, operational, and tactical echelons. The solution must bridge communication between national radios of Allied Nations operating in different modes with varying Electronic Protective Measures and encryption mechanisms. NCIA also requires a suitable mobile or deployable carrier for radio and crypto assets.

Eligibility extends to qualified vendors from NATO member nations (Canada, France, Switzerland, and the United States are identified as target suppliers). Respondents must provide company information, technical capability summaries, proposed solutions addressing Annex A and Annex B requirements, and a Rough Order of Magnitude cost estimate with detailed assumptions and cost drivers for a limited Proof of Concept. Technical requirements include integration of at least eight different radios with crypto devices, support for HF/VHF/UHF frequency bands, antenna systems with 360-degree coverage, NATO security policy compliance, role-based access control, redundancy for critical components, and software/firmware upgrade capabilities. Solutions must operate within tactical shelters or transit-case platforms with delivery to Brunssum, Netherlands. Responses are limited to 15 pages (excluding cover page, brochures, and past performance) and should be submitted to Estefania.nunez@ncia.nato.int. NCIA assumes no liability for response expenses.

Update #2 · Latest ·

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to obtain input from industry to help inform the NCIA's acquisition planning for a voice and data gateway solution, including where applicable a Proof of Concept (POC) procurement where the solution requires further development or adaptation. Responses to this RFI will assist in assessing industry capability, evaluating requirements suitability, identifying gaps between the customer's operational requirements and existing industry solutions, and shaping the strategy for any future solicitation.

NCIA requires a voice and data gateway solution for real-time voice, messaging, and data exchange across strategic, operational, and tactical echelons. This capability supports NCIA's mission to provide a reliable interconnection solution for voice, messaging, and data in support of multi-national Alliance Operations, Missions, and Exercises. The solution is intended to enable interoperable communication between national radios of Allied Nations, which operate in different modes and employ different Electronic Protective Measures and encryption mechanisms. In parallel, NCIA requires a suitable mobile or deployable carrier for radio and crypto assets to support the operational employment of this gateway solution.

This RFI is issued solely for informational purposes and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). However, respondents are requested to provide a Rough Order of Magnitude (ROM) cost estimate that supports the information submitted, covering the commercial products and components relevant to a potential gateway solution, together with the main cost drivers that would influence the integration of a limited POC. The estimate should clearly state all inclusions and exclusions, and any optional components must be listed separately as distinct line items.

NCIA requests to receive responses no later than 12:00 hours Central European Time (CET) on 04 November 2026.

Please see Amendment 1 for NCIA's responses to questions from industry.

Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached).

The NCIA reference for this MS-424396-ANCONTOR, and all correspondence concerning this matter should reference this number.

NCIA thanks you in advance for your time and input, and looks forward to engaging with you as it shapes this potential acquisition.
