Amendment 1 to Market Survey MS-424396-ANCONTOR

This document is an amendment to a NATO Communications and Information Agency (NCI Agency) Market Survey. The amendment provides clarifications in response to questions received from interested companies and extends the response deadline from the original date to November 4, 2026. The market survey addresses tactical radio interconnection and bridging solutions that support multiple radio types, FMN (Federated Mission Networking) protocols, and NATO classified and unclassified information. The solution must integrate any tactical radio currently supported and accommodate future FMN spiral versions without providing the tactical radios themselves. Antenna systems must support HF/VHF/UHF bands, provide 360-degree coverage, and include electromagnetic footprint reduction capabilities. Radio relay functions are required at minimum levels as specified in the original RFI document Annex B.

The market survey targets potential industrial suppliers from NATO nations, with seven identified suppliers from Canada, France, Switzerland, and the United States included in the solicitation. The NCI Agency clarifies that it assumes no liability for firms' response expenses and does not consider the market survey a commitment to future procurement. All NATO Delegations (Infrastructure Advisers from 32 NATO member nations) and NATO external organizations (NATEXs) are recipients of this amendment. Responses should be directed to Estefania Nunez, Principal Contracting Assistant, at estefania.nunez@ncia.nato.int. The market survey is not to be published on the internet per NATO information management policy.

Clarification to Questions

1) What are the references of the radios to be considered?

In the RFI there was given a generic list, but not limited to. The target is to have any tactical radio supported. Please list the radios that your solution currently supports and how you plan to support new radios (define also HW and SW needs to integrate new radios)

2) Which FMN spiral is targeted and what chatting protocols are to be implemented?

Minimum FMN Spiral in force; the solution should be capable to integrate the forthcoming FMN Spiral versions

3) Are radio relay functions requested?

The minimum required functionalities have been provided in Annex B of the RFI document

4) Are data and information level broadcasted by radios restricted or classified?

The solution must support all types of NATO classified or unclassified information

5) What are the expected performances of the radio / antennas in term of power, gain, area to be covered…?

The proposed solution must support different tactical voice and data radio interconnection and bridging, but should not provide tactical radios. Therefore, radio performance is outside the scope of this RFI. Antenna system must support HF/VHF/UHF bands, cover 360 degrees area and have means to reduce electromagnetic footprint
