About this opportunity
The NATO Communications and Information Agency (NCIA) issued a Request for Information on July 29, 2026, to identify qualified leadership development partners and gather market research on innovative solutions for strengthening leadership capability across the organization, with responses due by September 15, 2026. This RFI is for planning and market research purposes only and does not constitute a request for bids or proposals. Eligible respondents must be from NATO member countries only.
NCIA seeks input on comprehensive leadership development solutions serving approximately 3,250 civilian and military staff members. The agency is undertaking significant organizational transformation focused on creating a simpler, more agile, customer-focused, and outcome-driven operating model. Key leadership capability priorities include building common leadership culture, strengthening accountability and performance management, leading effectively in matrix environments, improving collaboration, driving change, and embedding behaviors supporting long-term organizational effectiveness. NCIA's current portfolio comprises four programs: The Art of Catalytic Leadership (residential for senior leaders), Catalytic Ways of Working (virtual for mid-level leaders), Meeting Craft (blended for project/team leaders), and Catalytic Micro Skills (digital for all staff). Over 1,500 staff have already participated.
Responses must not exceed 15 pages and should address company information, relevant experience, feedback on draft requirements, responses to seven RFI questions, proposed innovations or alternatives, rough order of magnitude cost estimates, and identification of risks or concerns. The draft Statement of Work proposes a five-year initial contract (one-year base plus four one-year option periods) with delivery across multiple locations using blended learning methodologies. Questions may be submitted by August 20, 2026, with answers provided by August 27. Contact Irma Franulovic (Irma.Franulovic@ncia.nato.int) or Fabrice Massart (Fabrice.Massart@ncia.nato.int). Reference RFI-07509-LDP in all correspondence.
