About this file
This is a Request for Information (RFI) document issued by NATO Communications and Information Agency (NCIA) for pre-competitive market engagement on the Geospatial Enterprise Core Services (GECS) capability programme, RFI-192830-GECS, with Amendment 1 dated October 26, 2026. The RFI is not a solicitation for bids but rather an opportunity for industry partners from NATO member countries to provide feedback on NCIA's preliminary approach to developing NATO's geospatial capabilities. Responses must be submitted by December 3, 2026, at 12:00 CET via email to RFI-192830-GECS@ncia.nato.int, limited to 15 pages in PDF or Word format. Interested companies can also provide feedback by attending a dedicated workshop at NATO Edge in Izmir, Turkey on November 17-19, 2026.
GECS comprises five development areas with distinct procurement models: SDI (Spatial Data Infrastructure) to be provided as a contractor-owned/contractor-operated service; GIP (Geospatial Information Procurement) as a framework/IDIQ contract for geospatial data acquisition; NEXGIS (NATO Enterprise Next Generation Core GIS) as NATO-owned/NATO-operated through multiple buy contracts; RGSC (Reusable GIS Software Components) as NATO-owned/NATO-operated through buy or create contracts; and GSCOI (COI Geo-Located Services) as NATO-owned/NATO-operated. The procurement strategy uses an agile three-step competitive process: Project #0 (15 months) to establish a competitive range and fund detailed designs, and Project #1 (18 months to IOC, plus 12 months to FOC) for implementation. NCIA seeks industry input on capability clarity, procurement approach feasibility, business/costing models, AI/GeoAI provisioning, hosting infrastructure, NATO systems integration, security and cyber compliance, standards support (including STANAG compliance), data-centric security levels (L1-L3), cross-domain services, and geospatial data provisioning capabilities relevant to NATO operations from baseline activities through maximum effort levels.

Geospatial Enterprise Core Services (GECS) Summary of Requirements and Questionnaire
1. Introduction The NATO Communications and Information Agency is preparing a project and procurement plan for the Geospatial Enterprise Core Services (GECS) capability programme. GECS is intended to evolve NATO’s current geospatial capability into a NATO enterprise-wide, interoperable and data-centric geospatial capability aligned with NATO’s Digital Transformation, the NATO GIS Vision and Strategy, and the emerging and future NATO Cloud / Digital Backbone environments.
GECS will provide NATO with the ability to assure the timely provisioning, processing, visualization, exploitation and secure dissemination of geospatial information (GI) to NATO users, Functional Services and Communities of Interest. The capability’s scope covers geospatial services related requirements across the full spectrum of NATO operations and activities from Baseline Activities and Current Operations (BACO), through crisis, to Maximum Level of Effort (MLE), including support to deployed forces. GECS will further enhance NATO’s geospatial and GIS technology readiness at strategic, operational and tactical levels by improving the availability, discoverability, sharing with Nations, NATO Force Structure and coalition partners as well as exploitation of geo-located data, products and services.
Figure 1 provides an overview on the GECS Capability Programme objectives, the main actors and interactions as well as the five developments areas (NEXGIS, GSCOI, SDI, RGSC, GIP), which will be used to achieve the full scope of GECS.
NCIA intends to meet the overall scope of its programme with a number of contracts, with different procurement and owner ship models in line with the NATO’S “Adopt, Buy, Create” principle and service outsourcing approach for ICT services to allow service/solution providers take responsibility for the broadest possible scope and the opportunity to optimize their services/solutions. An industry integrator will support the NCIA in implementing the entire GECS capability to ensure that the modernized geospatial processes take full advantage of the latest technologies, and that different development areas of GECS are aligned to deliver an efficient and coherent Enterprise geospatial capability.
GECS development area
Procurement / implementation method
Ownership model Description
NEXGIS – NATO
Enterprise Next Generation Core GIS
BUY for additional capability with the legacy Core GIS as foundation
NONO — NATO-Owned / NATO-Operated
NATO, through NCIA, retains ownership and operation of the Core GIS-based capability. The existing Core GIS is the foundation and will evolve into NEXGIS through several contracts (“Buy”) to meet additional operation requirements, including GeoAI and migration to emerging and future NATO cloud / operational infrastructure.
SDI – Spatial Data Infrastructure
SERVICE COCO — Contractor-Owned / Contractor-Operated
SDI is to be provided as an externally managed service by industry.
The service may run on NATO PBN or on service provider cloud infrastructure (TBD), depending on availability, accessibility, security and integration constraints.
The intent is to award one contract for the SDI service and GECS Integrator support.
GIP – Geospatial Information Procurement and Preparation
SERVICE COCO — Contractor-Owned / Contractor-Operated
GI acquisition, provisioning and pre-processing are planned to be outsourced to industry as service in the form of a framework/IDIQ contract.
RGSC – Reusable GIS Software Components
BUY / CREATE NONO — NATO-Owned / NATO-Operated
NATO / NCIA intends to manage and provide common reusable GIS components for NATO service and COIs centrally. Multiple contracts to BUY commercial off-the-shelf components are possible, with limited NATO-specific development (CREATE) only where required.
GSCOI – COI Geo- Located Services
BUY / CREATE NONO — NATO-Owned / NATO-Operated
One or multiple contracts are envisioned to manage integration support services to assist Communities of Interest discover, visualise, integrate and exploit geo-located data. The approach is mainly BUY, with limited CREATE for NATO-specific needs.
PP.A2(07.25)
This Request for Information seeks industry input on available services, products, delivery models, technical and integration approaches, commercial constraints, cyber security posture and data access models relevant to the GECS development areas. The information received will help NCIA better understand the market and shape future statements of work and acquisition approaches that enable competition while reducing risk and allowing for accelerated deliver/implementation.

• Review the geospatial support processes taking into account the technological transformational changes brought by GECS and recommend improvements.
3. Procurement/implementation approach The below depicted procurement approaches mirror the stipulations of the Capability Programme Plan and may be subject to further changes, tuning or alterations as a result of this Request For Information and further authorisation processes or Governance guidance.
The procurement approach uses an agile, three-step NATO Competitive Procurement process to involve industry early in the design of the GECS capability.
Project #0: Step 1 establishes a competitive range of up to three bidders based on high-level designs, implementation approaches, risks, and demonstrated expertise. Step 2 is a focused competitive dialogue/design phase, where down-selected bidders receive funding to develop detailed designs, implementation and contracting strategies, and an SDI prototype. Step 3 evaluates final price proposals and selects the Industry Integrator and SDI service provider to support implementation, operation, sustainment, and improvement.
Project #1: The implementation model is hybrid (individual contract per development area):
SDI and GIP are intended to be outsourced to industry as externally managed services, while NEXGIS, RGSC, and GSCOI remain internally managed NATO assets. The Industry Integrator supports NCIA by coordinating the programme lots, managing dependencies, advising NATO decision-makers, supporting migration from legacy Core GIS, and ensuring coherent delivery across the GECS capability.
An outcome/performance-based approach will be taken to describe the different developments areas, which will be further refined and turned into a solution together with industry in project #0 in the program. User stories will serve as additional information to support the definition of the solutions for the different development areas. Table 1 summarizes the planned implementation duration for the projects/development areas.

4. RFI-192830-GECS scope The following questions are intended to support a future industry engagement activity related to the GECS capability development. At this stage, the objective is not to request responses or proposals or detailed technical solutions, but to obtain early feedback from industry on the clarity, scope, and completeness of the questions.
