About this opportunity
NASA's Goddard Space Flight Center (GSFC) is seeking Electrical Systems Engineering Services (ESES) for its ESES IV procurement, which will provide comprehensive engineering support to the Engineering and Technology Directorate (ETD). The primary objective is to deliver technical services for studying, designing, developing, fabricating, integrating, testing, and verifying space flight, airborne, and ground system hardware. The contract will support five engineering divisions within ETD, enabling the development of science instruments and spacecraft for future missions. Interested offerors were requested to submit 15-page Capabilities and Qualifications Statements addressing their ability to perform nine specific functions outlined in the Statement of Work, with submissions due by December 6, 2021. Potential contractors were asked to demonstrate relevant past experience and technical capabilities to meet the complex engineering requirements.
The procurement is designated as a Total Small Business set-aside, encouraging participation from small businesses, including Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), HUBZone businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). While specific award values were not disclosed in the pre-solicitation notice, the contract represents a follow-on to the existing GSFC ESES III contract, suggesting continuity of engineering support. The procurement timeline extends through June 2, 2023, with potential contract performance likely spanning multiple years. An electronic library will be established for the ESES 4 procurement, and potential offerors are advised to monitor beta.SAM.gov for future solicitation releases and updates. NASA emphasized that this pre-solicitation notice is for planning purposes only and does not constitute a commitment to contract award.

This preliminary information is being made available for planning purposes only, subject to FAR Clause 52.215-3, entitled “Request for Information or Solicitation for Planning Purposes.” It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. This procurement is subject to review or cancellation at any time.
NASA’s Goddard Space Flight Center (GSFC) is soliciting comments on the attached Statement of Work (SOW) and the requirements established regarding Electrical Systems Engineering Services (ESES) for the ESES 4 procurement. This is in connection with a planned upcoming competitive acquisition, which is a follow-on contract to the existing GSFC ESES III contract. The principal purpose of ESES 4 is to provide Electrical Systems Engineering support services and related work to the Engineering and Technology Directorate (ETD) divisions, and related organizations, as required, for the study, design, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware, including development and validation of new technologies to enable future space and science missions.
The Engineering and Technology Directorate (ETD) plans, organizes, and conducts a broad range of technical research and development activities in support of science applications. The ETD is responsible for providing engineering expertise and support in the design, development, fabrication, integration, test, and verification of components, subsystems, systems, science instruments, and complete spacecraft for multiple projects. The specific components, subsystems, systems, and science instruments are ultimately integrated into the spacecraft to form a science observatory. It is these observatories that are launched to fulfill the mission of the GSFC. The ETD is comprised of five engineering divisions: the Mechanical Systems Division (MSD), the Software Engineering Division (SED), the Instrument Systems and Technology Division (ISTD), the Electrical Engineering Division (EED), and the Mission Engineering and Systems Analysis Division (MESA).
The present requirements are specified in Attachment 1 –Statement of Work
This pre-solicitation notice is being issued by NASA/GSFC to post a Statement of Work via the Government Point of Entry located at www.beta.Sam.gov., and to solicit input, comments, and recommendations from interested parties.
The objective of this RFI is to seek capabilities from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement, to allow industry the opportunity to verify reasonableness and feasibility of the requirement, and increase procurement efficiency by improving NASA/GSFC’s knowledge of industry’s capabilities.
Interested offerors having the required specialized capabilities to meet the requirement, as specified in the attached SOW, are requested to submit information in the form of a brief Capabilities and Qualifications Statement that includes:
1. Addressing the ability to perform Functions 1 through 9 of the attached Statement of Work
2. A Summary of relevant past experience
