About this opportunity
The Department of the Navy Naval Supply Systems Command seeks design-build services for the NAS Lemoore Community Recreation Center Project, with proposals due July 29 at 3:00 PM Central Time. No set-aside applies; the procurement is open competition.
Place of performance is Lemoore, California. The scope involves renovation of Building 825 (approximately 30,750 square feet) and design services consolidating dispersed recreation services into a single facility. Work includes site development, demolition, full mechanical and electrical and plumbing replacement, fire suppression modifications, interior renovations including administrative offices, ticket and travel services, outdoor gear rental, RV park check-in/check-out, and equipment maintenance. The facility must incorporate three primary functional zones: community-focused (east), active recreation (west), and back-of-house operations (south). Asbestos-containing material abatement will be priced as a separate Contract Line Item Number at the Government's option. Existing roofing will remain in service with compatible repairs for required penetrations; existing utility systems are assumed operational. The fire alarm system must be upgraded to include a mass notification system compatible with the base-wide Giant Voice system. The domestic water main piping is 2 inches. Exterior improvements, exterior painting, and parking lot improvements are excluded from base scope but may be offered as alternative pricing.
The budget is $3,658,390. The contract is firm-fixed price with four design CLINs (50%, 95%, and 100% design phases and construction) submitted as lump-sum costs. Contractors must allow 21 calendar days for NAFI review of each design submittal. Key personnel requirements include Project Manager (5 years), Architect/Engineer of Record (10 years), Site Superintendent (5 years), Contractor Quality Control Chief (5 years), and Site Safety and Health Officer (5 years). Payment terms include 10 percent retainage, progress payments within 14 days, and final payment within 30 days. Payment and Performance Bonds are required; Bid Bond is not. Evaluation uses Best Value methodology with Proposed Design Solution, Project Execution Method, Qualifications and Experience, and Price as approximately equal weighted factors. NAICS 236220, PSC Y1AA. Contracting Officer: A'Keesha Stark (akeesha.r.stark.naf@us.navy.mil, 901-930-7405); Contract Specialist: Debbie Little (debra.s.little9.naf@us.navy.mil, 901-874-6860).
Notice text
This project aims to establish a centralized recreation services facility to improve the quality of life for base personnel and increase operational efficiency for Community Recreation staff. This project will consolidate these functions into a single facility, streamlining services and creating a more accessible and userfriendly experience for patrons. The scope of work include but is not limited to the following as contained in the RFP:
1. Site Development
2. Materials
3. Demolition
4. Renovation
5. Interior Design
