About this file

This document is Amendment 0004 to solicitation NAVMWR-26-R-0041, issued by CNIC Facilities and Construction Contracting (Navy Installations Command) on July 6, 2026. The amendment incorporates Pre-Proposal Conference minutes as Attachment 1, with no changes to other solicitation terms. The pre-proposal conference was held on June 29, 2026, for a Design/Build project to construct the Lemoore Community Recreation Center at Naval Air Station Lemoore, California.

The project is funded with Non-Appropriated Funds (NAF) from Morale, Welfare, and Recreation (MWR) programs totaling $3,658,390.47. Offerors must submit sealed proposals in two volumes—Price (1 original, 1 electronic copy) and Technical (1 original, 1 electronic copy)—by July 16, 2026, at 3:00 PM Central Time, including acknowledgment of all amendments and a signed SF 33 form. The RFP contains four contract line items (CLINs) for 50% Design, 95% Design, 100% Design, and Construction as lump-sum costs, with proposals required to include 21 calendar days for NAFI review. The project will have 10% retainage on invoices, progress payments within 14 days, and final payment within 30 days. Payment and Performance Bonds are required for the total contract value; a Bid Bond is not required. Evaluation will be based on Best Value, considering Proposed Design Solution, Project Execution Method, Qualifications and Experience, and Price as approximately equal weighted factors. The Contracting Officer is A'Keesha Stark (901-930-7405; akeesha.r.stark.naf@us.navy.mil), and all questions must be submitted in writing seven days prior to the proposal deadline.

Q.1. Given the ACM findings, full MEP replacement scope, and seismic assessment recommendation, has the Government validated that the $3,658,390 budget is sufficient for the full program as described in the Charrette Report? Is there any budget flexibility?
