About this file

This is Amendment 0006 to solicitation NAVMWR-26-R-0041 for the NAS Lemoore Community Recreation Project at Naval Air Station Lemoore, California. The amendment, effective July 20, 2026, does not extend the proposal receipt deadline. The document consists primarily of Questions and Answers (Q&A) addressing proposer inquiries regarding project scope, design requirements, and existing conditions. Key clarifications include confirmation that the existing building is approximately 30,750 square feet; the contractor and Designer of Record must provide their own design solution (design-build project); asbestos-containing material (ACM) abatement will be priced as a separate Contract Line Item Number (CLIN 0002) at the government's option; exterior improvements, exterior painting, and parking lot improvements are excluded from the base scope but may be offered as alternative pricing; the existing roofing system will remain in service with compatible repairs for any required penetrations; and existing utility systems (electrical, gas, communications, water, sewer, fire water) are assumed operational and available for connection. The fire alarm system must be upgraded to include a mass notification system compatible with the base-wide Giant Voice system. The domestic water main piping size is 2 inches. Utility reports for 2021 through 2025 are provided as Attachment A, containing monthly meter readings and costs for water, electric, sewage, and natural gas consumption. The contracting officer is A'Keesha Stark (CNIC Facilities and Construction Contracting, Millington, Tennessee), with Debbie Little serving as Contract Specialist.

BLOCK 14 CONTINED:

A. ADD:

Q.32. Charrette and Existing Design Documentation: The solicitation references the charrette process but does not include any supporting design documentation. Are any charrette deliverables available for proposer use, including existing or proposed floor plans, programming documents, prioritization matrices, conceptual sketches, vignettes, presentation materials, or other A/E consultant work products? Additionally, are there any existing record drawings (as-builts), programming studies, or previously developed design documents that identify the intended renovation scope or space layout? If these documents are not available during the solicitation period, will they be provided after award?

A.32. The design charrette offers a design solution; however, this is a design build project. The Contractor and the Designer of Record should provide their design solution for the project.

Q.33. Hazardous Materials/ACM Scope: Amendment 0005, Question 21 states that NAVFAC will perform asbestos-containing material (ACM) abatement and that it is not the Contractor’s responsibility. However, the revised Section B includes CLIN 0002 directing the contractor to price and perform ACM abatement, including labor, testing, containment, and disposal. Please clarify which direction the governs the solicitation so proposers can accurately price the work.

A.33. Per the revised Section B, the NAFI would like for contractor to provide a price to perform the abatement as a separate CLIN in the event, the NAFI decides to exercise the option for contractor to perform the work.

Q.34. Building Area: The solicitation references multiple building areas:

29,500 SF (Charrette Narrative); Approximately 30,750 SF (consistent with available planning information); Approximately 32,000 SF (Amendment 0005, Question 6). Please confirm the official building area to be used for design, estimating, and pricing purposes.

A.34. The existing building is approximately 30,750 SF which is consistent with the available planning information.

Q.35. Authority Having Jurisdiction (AHJ). Please identify the Authority Having Jurisdiction (AHJ) for this project and provide any applicable design standards, review requirements, or guidance documents available to the design team.

A.35. The Contracting Officer is the primary concern. The Fire and Life Safety team will also have an area of jurisdiction, as well.

Q.36. Existing Record Documents: Will record drawings (as-builts) be made available to the successful offeror, or should the design team assume that existing conditions must be independently field verified and documented?

A.36. Clause H states that whatever the government provides shall be verified. So essentially, if as-built drawings are provided, the design team should “assume that existing conditions must be independently field verified and documented.

Q.37. Bid Clarification: Please identify any additional clarifications or anticipated amendments that may affect the proposal preparation prior to the proposal due date. Exterior

Amendment 0006 Page 3 of 3

Scope: Other than the work specifically identified in the RFP, should proposers include any exterior improvements as part of the base proposal?

A.37. No.

Q.38. Bid Clarification: Parking Lot Improvements: Should proposers include parking lot improvement, such as sealing, restriping, ADA compliant parking stalls, accessible paths of travel, and associated signage, within the base bid as an additive alternate?

A.38. Parking lot improvements are not part of the scope of work; however, contractors may provide pricing as an alternative price for evaluation.

Q.39. Bid Clarification: Exterior Painting: Should exterior repainting of the building be included in the base scope, excluded, or provided as an additive alternate?

A.39. No.

Q.40. Bid Clarification: Existing Roofing: Our proposal assumes the existing roofing system will remain in service. Any required roof penetrations will be repaired with materials compatible with the existing roof and include applicable workmanship warranties. Please confirm this assumption is acceptable.

A.40. Confirmed.

Q.41. Bid Clarification: Existing Utilities: Our proposal assumes existing electrical, gas, communications, domestic water, sanitary sewer, fire water, and other utility systems are operational and available for connection. We intend to include costs for verifying utility locations and connection points.

Please confirm this assumption.

A.41. Confirmed.

Q.42 The charrette report mentions the existing building is not equipped with a mass notification system and is not interfaced with the Giant Voice base-wide mass notification system. Current UFC requires a mass notification system and integration with the base-wide MNS. Will this project require the fire alarm system to be upgraded to a combination fire alarm/mass notification system and interfaced with the Giant Voice base-wide MNS?

A.42. Yes, the current system will need to be upgraded to provide a Mass Notification System that is compatible with the base system.

Q.43. What is the piping size on the domestic water main?

A.43. 2 inches.

Q.44. What are the meter reading for the building and are there utility reports for 2021 through 2023 when the building was in full use?

A.44. Reports are incorporated as Attachment A.
