About this file
This is Amendment 0005 to a federal design-build solicitation for the Naval Air Facility (NAFI) Lemoore Community Recreation Center Project at NAS Lemoore, California.
The amendment extends the offer receipt deadline to July 29, 2026, at 3:00 PM Central Time and revises Section B to include a new pricing line item for hazardous material abatement services. The solicitation requires contractors to provide pricing for four distinct design phases and construction under CLIN 0001 (Design/Build), plus separate pricing for CLIN 0002 (Hazardous Material Abatement). Contractors must submit detailed cost breakdowns including material, labor, equipment, subcontract, overhead, and profit for each line item, with overhead and profit stated as percentages of cost. The project scope involves renovation of Building 825 (approximately 32,000 square feet) and includes asbestos-containing materials abatement (friable asbestos in kitchen/laundry floors, pipe insulation, and non-friable ACM in floor tiles and wall joint compound), lead paint assessment, full mechanical, electrical, and plumbing replacement, fire suppression modifications, and interior renovations. The amendment includes 28 questions and answers addressing design flexibility, existing building conditions, hazardous materials scope, electrical and HVAC systems, base access requirements, Government-provided information, design submission timelines (21-day NAFI review window), and commercial kitchen specifications. The budget for the project is $3,658,390, with NAVFAC handling ACM abatement separately and the seismic assessment excluded from the contract. Contractors are responsible for providing lead paint surveys post-award and must allow 21 calendar days for NAFI review of each design submittal in their project schedule. The contracting officer is A'Keesha Stark, with Debbie Little serving as Contract Specialist.

BLOCK 14 CONTINED:
A. CHANGES:
1. Section B is removed in its entirety and replaced with a revised Section B requesting pricing for hazardous material abatement as Attachment 1.
2. This amendment is hereby extended to 29 July 2026 at 3:00 PM CT.
B. ADD
Q.4. The Charrette Report is the primary design basis but was prepared in 2025 before the final program was set. Are there any updated room requirements or program changes that supersede the Charrette Report? Is the room schedule considered fixed?
A.4. No, there are currently no updates that supersede the Charette Report.
Q.5. The RFP describes three functional zones (east/west/south). Is the Offeror free to redistribute rooms within those zones, or must the layout stay consistent with the Charrette Report concept?
A.5. Yes, the contractor can redistribute rooms within the zones for better flow and be approved.
Q.6. Building 825 is listed at ~32,000 SF. Is the full building being renovated, or only a portion? Are any areas excluded from scope?
A.6. See the Charrette Report. The report outlines the areas that need to be renovated.
Q.7. The ACM report identifies friable asbestos in kitchen/laundry floors (50%), pipe insulation throughout (>1%), and non-friable ACM in floor tiles and wall joint compound. Is abatement within this contract's scope, or was it handled under a separate contract?
A.7. Please provide abatement in proposal. See revised Section B-Attachment 1.
Q.8. Has a lead paint survey been completed beyond the ACM report? If not, is it the Contractor's responsibility to assess during design?
A.8. No, the NAFI does not have an up-to-date LEAD report. Contractor shall provide the Report post award.
Q.9. The existing 30-ton HVAC unit is identified as non-functional and beyond service life. Is full HVAC replacement the Government's expectation, or is repair/partial replacement acceptable if the design engineer can justify it?
A.9. The repair partial replacement of HVAC is acceptable if it meets the expected life of the building, which is 30 years per Section H-1. HVAC Unit shall be warranted.
Q.10. The existing electrical service is 208Y/120V, 1,600A. Demand load records were requested from Public Works but not included in the RFP package. Can the Government provide those records, or must the Contractor obtain them independently?
A.10. Demand loads will be provided during design phase.
Amendment 0005 Page 2 of 4
Q.11. Section C requires abandoning the existing under-slab sanitary system in place. Is the Government aware of any known leaks or environmental contamination in that system that would affect scope or cost?
A.11. No, the NAFI is not aware of any leaks nor contamination in the system that would impact scope or cost.
Q.12. The FACP relocation from Room 105 must be jointly determined with the Fire Department. Has a new FACP location already been approved? If not, what is the process and timeline — must this be resolved before the 50% design submittal?
A.12. We will engage with the Fire Engineer during design review and address the new location at 95%.
Q.13. The existing fire sprinkler system is to be modified for the new layout with quick-response heads.
Is the base suppression main to Building 825 adequate, or should the Contractor anticipate upsizing the underground connection?
A.13. Yes, it is adequate.
Q14. What are the specific base access requirements for contractor personnel and vehicles? Is DBIDS enrollment required before construction can begin, and how long does the enrollment process typically take?
A.14. In order to gain access to the base, all contractors must complete the DBIDS process which could take up to 14 days.
Q15. Are there restricted working hours on base — e.g., during flight operations, exercises, or noise-sensitive periods?
A.15. Yes, reference the SOW for acceptable work hours.
Q.16. Is there a designated contractor staging/laydown area? Is it on the Building 825 site or elsewhere on base?
A.16. Contractor shall submit an Area Use Plan and laydown area for approved during the construction phase.
Q.17. Is Building 825 currently occupied? Will it be fully vacated before NTP, or must the Contractor plan for phased occupancy during construction?
A.17. Building 825 is currently vacated.
Q.18. Does the 21-day NAFI review window for each design submittal include all Government stakeholder reviews (Public Works, Fire Marshal, IAP), or do those run sequentially after and add more time?
A.18. Yes, the 21-day NAFI review includes all stakeholders.
Q.19. Who is the Contracting Officer's Representative (COR) for this project? Will the COR be the primary point of contact during design and construction?
A.19. There is currently no COR for this project. The Primary POC for this project during the design phase will be the Contracting Officer, Contract Specialist, and the Project Manager. Lisa Fulton will be the onsite contact for self-guided site visits.
Amendment 0005 Page 3 of 4
Q.20. For the Technical proposal Volume I drawings, what level of design detail is expected — schematic/conceptual only, or more developed? Will the Government accept hand sketches or are CAD drawings required?
A.20. This is a design build requirement. Contractor shall be responsible for providing full tag drawings. As-builts are required at completion and project close-out. CAC drawings are acceptable at post award.
Q.21. Given the ACM findings, full MEP replacement scope, and seismic assessment recommendation, has the Government validated that the $3,658,390 budget is sufficient for the full program as described in the Charrette Report? Is there any budget flexibility?
A.21. NAVFAC will abate the ACM; this is not on the contractor. The seismic assessment will not be part of the contract. The MEP and all other scope items should be able to make it into the budgeted amount.
Q.22. Are CLINs 0001 (design) and 0002 (construction) expected to be priced in a specific split (e.g., 10% design / 90% construction), or does the Government have a preferred allocation?
A.22. See Section B for price break out. Contractor shall submit total costs for the following: 50% Design, 95% Design, 100% Design and construction.
Q.23. The RFP states award may be made without discussions on initial offers. Is the Government's current intent to award without discussions, or do you anticipate conducting a competitive range and discussions?
A.23. Discussions may be conducted with all Offerors if determined necessary by the Contracting Officer.
Q.24. Under the Best Value evaluation, Technical and Price are listed as equal weight. For the Technical factors, are the three sub-factors (Design Solution, Execution Method, Qualifications/Experience) also equally weighted, or is Design Solution most important?
A.24. Reference Section M-4.A. and M-5, Factors are listed in descending order of importance.
Q.25. Confirm the level of food service intended for the catering kitchen (rooms 105 area). The Charrette lists warming/cooling boxes, a 3-compartment sink, ice maker, and microwave, but no range, fryer, or griddle. Please confirm whether any cooking equipment producing grease-laden vapor will be installed, and therefore whether a Type I grease hood with makeup air is required, or whether Type II (heat/steam) or no hood is anticipated. This determines mechanical exhaust, makeup air, fire suppression coordination, and gas load.
A.25. There is no cooking equipment producing grease-laden vapor planned for this area.
Q.26. What are the anticipated space sizes for the programmatic areas identified in the RFP?
A.26. See Design Charrette Report.
Q.27. Are there standard finishes and equipment that the project should use?
A.27. See the Uniform Facility Criteria, Uniform Facility Guide Specifications (UFGS) and the Installation Appearance Plan before applying finishes in accordance with standard commercial grade finishes.
Q.28. What format should we use for the Specifications?
Amendment 0005 Page 4 of 4
A.28. The NAFI does not provide directions on the specification format. Contractors can use their own as long as the requirements listed in Uniform Facility Guide Specifications (UFGS) are followed.
Q.29. Will as-built drawings be made available?
A.29. If available, as-builts will be made available. Contractor will still need to verify the information provided in accordance with the RFP Section H-37. NAFI FURNISHED INFORAMTION (AUG 2016): All documents and information furnished by the NAFI shall remain the NAFI’s property. Any information and data gained by the Contractor, generated in performing the requirements of this contract remain the sole property of the NAFI. The Contractor shall not disclose or duplicate any information furnished by the NAFI, except as authorized in writing by the Contracting Officer. Any information or data provided by the NAFI shall be returned to the NAFI upon request or when no longer needed for the performance of this contract. Except as may be necessary for the performance of this contract, Contractor shall not use or disclose information concerning the activities of the NAFI without the written prior consent of the Contracting Officer.
Q.30. Will the catering support space outlined in the RFP be considered a commercial kitchen, with an equipment specification level to match?
A.30. There is food prep planned; plating and drink refilling, etc. Therefore, the finishes should be consistent with those in the commercial kitchen and compliant with the base environmental requirements.
Q.31. Does the existing domestic water feeding building also feed any other buildings?
A.31. No, the NAFI is unaware of whether the existing domestic water supply feeds other buildings.
