About this opportunity
The Department of the Navy Naval Supply Systems Command seeks design and construction of Monterey Golf Range Technology improvements at Naval Base Monterey, with proposals due December 15, 2026 at 3:00 PM CST. No small business set-aside applies.
Place of performance is San Diego, CA 92132. The project expands the current driving range by repairing existing bays and adding a two-story, 12-bay hitting deck to accommodate increased customer demand. Amendment 0002, effective October 23, 2026, added scope requirements: contractors must evaluate and remove an existing chain-link fence adjacent to the chipping green if it conflicts with the approved site layout, construct a new 250-square-foot range maintenance building, and provide and install three new surveillance cameras fully compatible with the current system's software and hardware. The NAICS code is 339920, Sporting and Athletic Goods Manufacturing; PSC is 7810, Athletic and Sporting Equipment.
Total project budget is $3,941,943.22 for design and construction. CNIC Facilities and Construction Contracting (Millington, Tennessee) administers the acquisition; Contracting Officer Alanna Young (alanna.g.young.naf@us.navy.mil, 901-574-0848) holds sole authority for changes and approvals. Proposals must include two volumes—Technical (Volume I) and Price (Volume II)—each as one original mailed copy and one electronic copy. Liquidated damages are assessed at $120.03 per day for schedule delays. Contractors must maintain 10% retainage on construction invoices, provide required insurance and bonds naming NAFI as certificate holder with 30-day cancellation notice, and demonstrate five years of experience in key personnel positions: Project Manager, Architect/Engineer of Record, Site Superintendent, Contractor Quality Control Chief, and Site Safety and Health Officer. A pre-proposal conference was held October 21, 2026 via Microsoft Teams.
