About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring specialized repair services for a leaking water tube in Boiler #2 at Building 152, Marine Corps Air Station Cherry Point, North Carolina. This mechanical repair project is restricted to only three pre-qualified Multiple Award Construction Contract (MACC) holders: Mechworks Mechanical Contractors, North State Mechanical, and R&W Construction Company. The work requires complex boiler repair expertise including safety preparations, boiler isolation, tube repair, component removal and reinstallation, and post-repair testing while maintaining ongoing plant operations. Award decisions will be based on lowest price methodology, and contractors must comply with Davis-Bacon Act wage requirements with rates ranging from $12.94 to $33.96 depending on job classification. The original proposal deadline was August 12, 2025, but has been extended to August 19, 2025 at 12:00 PM local time following amendments that also established a mandatory site visit for August 11, 2025 at 11:00 AM.
This opportunity is designated as a Total Small Business set-aside, limiting competition to the three eligible MACC contractors already under contract with the Navy. The estimated contract value ranges between $100,000 and $250,000, with bid bonds required in accordance with FAR 52.228-1 for proposals at or above $150,000. The contractor must complete all repair work within 30 days after contract award, operating during standard working hours of 7:00 AM to 3:30 PM, Monday through Friday. Work will be performed at the Central Heating Plant in Building 152 at MCAS Cherry Point, North Carolina, where contractors must obtain proper base access credentials through the Defense Biometrics Identification System and coordinate closely with plant personnel to minimize operational disruptions. The project involves repairing a single leaking water tube running from the steam drum to the upper header, with one boiler panel already removed to provide access to the leak location.
