About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring demolition services for the removal of abandoned utility pipes within a Duke Energy Corporation right of way at Marine Corps Air Station Cherry Point, North Carolina. This project, designated P-990 Abandoned Piping Demo, involves removing various underground utilities including 10-inch ductile iron water pipe, 8-inch ductile iron sanitary pipe, 6-inch PVC forced sanitary pipe, 3-inch steel gas pipe, and multiple fire/security and communication conduits at varying depths. Only pre-qualified Marine Corps Air Station Contract (MACC) holders are eligible to submit proposals, with the specific list of qualified contractors varying between project documents but including companies such as Blue Rock Structures, Civil Works Contracting, Joyce & Associates Construction, and others. The contract will be awarded based on the lowest price proposal submitted. Proposals are due by September 5, 2025, at 12:00 PM local time, with contractors required to complete the work within 45 calendar days after award.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualifying small business entities among the pre-qualified MACC holders. The estimated contract value ranges between $250,000 and $500,000, with liquidated damages of $800 per calendar day for delays beyond the completion deadline. Contractors must verify existing utility locations using Ground Penetrating Radar prior to excavation and provide mandatory notification to the Contracting Officer at least 15 days before starting work. Bond requirements vary based on proposal value, with bid bonds, payment bonds, and performance bonds required for proposals at $150,000 and greater. All work will be performed at Marine Corps Air Station Cherry Point in North Carolina, specifically within the designated Duke Energy easement boundaries, and must comply with Davis-Bacon Act wage determinations and various federal regulatory requirements.
