About this opportunity
The Naval Facilities Engineering Command is seeking to procure a 12-month base period of operation, maintenance, and monitoring (OM&M) services for two environmental remediation systems located at the Naval Weapons Industrial Reserve Plant (NWIRP) in Bethpage, New York: the Site 1 Soil Vapor Extraction (SVE) System and the Site 4 Biosparge System. The systems address volatile organic compound (VOC) contamination, including trichloroethene (TCE) at Site 1 and various petroleum-derived compounds at Site 4, requiring the contractor to perform system operations, routine maintenance, quarterly and annual monitoring, soil and vapor sampling, regulatory coordination, and comprehensive quarterly and annual reporting. This solicitation (N4008526R0051) will be awarded to the lowest-priced, responsible offeror among four pre-qualified Remedial Action Operations Multiple Award Contract (RAOMAC) holders: ITMS-GES JV LLC, Koman Government Solution LLC, Meadows-EV JV LLC, and G2S LLC. Proposals will be evaluated solely on price, with comparisons made against the Independent Government Cost Estimate, historical pricing, and market survey results. The proposal submission deadline is February 17, 2026 at 2:00 pm EST, with all pre-proposal inquiries due in writing no later than ten calendar days before the proposal due date, and a mandatory site visit scheduled for January 20, 2026 at 10:00 am.
There is no set-aside designation for this contract opportunity. The incumbent contractor is KOMAN Government Solutions, LLC, which has been performing OM&M services under the current task order. The contract includes a 12-month base period with three potential one-year option periods, and the pricing schedule is divided into Table 1 work elements (project meetings, plans, SVE system O&M, site cap inspections, biosparge O&M, reports, and data validation) and Table 2 indefinite delivery/quantity (IDQ) tasks (waste management, utility services, security/fire alarm work, and characterization and disposal of investigation-derived waste). Compensation will be governed by the Department of Labor Wage Determination No. 2015-4157 Rev 30 for Nassau and Suffolk Counties, New York, with wage rates ranging from $17.08 to $61.13 per hour depending on job classification, plus comprehensive fringe benefits including health and welfare contributions, vacation, and paid holidays. The work will be performed at Bethpage, New York, with contractors required to use New York State Department of Health-certified laboratories and coordinate with regulatory agencies including the New York State Department of Environmental Conservation (NYSDEC) and Department of Health (NYSDOH).
