About this file

This document is a Quarterly Operations Report for the Site 4 Biosparge System at the Naval Weapons Industrial Reserve Plant (NWIRP) in Bethpage, New York, prepared by KOMAN Government Solutions, LLC for the U.S. Navy's Naval Facilities Engineering Systems Command (NAVFAC). The report covers environmental remediation activities for a 9-acre parcel with historical underground storage tank contamination, focusing on a remedial system that includes steam injection, free product recovery, soil vapor extraction (SVE), and biosparging to address petroleum-contaminated soil and groundwater.

The remediation system, initially started in May 2019, involves operating nine biosparge wells and seven SVE wells to treat contamination from former underground storage tanks. During the fourth quarter of 2024, the team conducted routine maintenance, rotated three active biosparge wells monthly, and performed semi-annual groundwater monitoring. Organic compounds remained at non-detect levels, with some metal concentrations (cobalt and manganese) fluctuating around project action limits. The current task order is scheduled to extend to February 28, 2025, with continued operation of the biosparge and SVE systems to evaluate treatment effectiveness.

1.0 INTRODUCTION

KOMAN Government Solutions, LLC (KGS) has prepared this Quarterly Operations Report for the Site 4 Biosparge System at the Naval Weapons Industrial Reserve Plant (NWIRP) in Bethpage, New York.

This report has been prepared for the United States Department of the Navy (Navy), Naval Facilities Engineering Systems Command (NAVFAC), Mid-Atlantic, under Contract No. N40085-23-D-0073, Contract Task Order No. N40085-24-F-4472. This Furth Quarter 2024 Operations Report details activities that occurred from 1 October 2024 to 31 December 2024. Data were collected and operational activities were performed by KGS in accordance with the following documents:

Draft Operations and Maintenance Manual, Steam Injection with Free Product Recovery and Biosparging System, Naval Weapons Industrial Reserve Plant (NWIRP), Site 4 - Former Underground Storage Tanks, New York prepared by Resolution Consultants (Resolution) in May 2019.

Draft Construction Completion Report, Site 4 – Former Underground Storage Tanks, Former NWIRP Bethpage, Bethpage, New York prepared by Aptim Federal Services, LLC (APTIM) in January 2023.

Tier II Sampling and Analysis Plan - Operations, Maintenance, and Monitoring of the Biosparge System, Site 4 – Former Underground Storage Tanks, Naval Weapons Industrial Reserve Plant, Bethpage, NY prepared by KGS in April 2023.

1.1 Background

NWIRP Bethpage is located in east central Nassau County, Long Island, New York, approximately 30 miles east of New York City. NWIRP Bethpage was established in 1943 and operated by Northrop Grumman (NG) until 1998 (Resolution, 2016). The plant’s primary mission was prototyping, testing, design engineering, fabrication, and primary assembly of military aircraft. The facilities at NWIRP Bethpage included four plants used for assembly and prototype testing; quality control laboratories, two warehouse complexes (north and south), a salvage storage area, storm and non-contact cooling water recharge basins, the Industrial Wastewater Treatment Plant, and several smaller support buildings.

Until the late 1990s, the former NWIRP Bethpage was approximately 109.5 acres in size. In 2002, 4.5 acres of the property were transferred to Nassau County. On February 26, 2008, the Navy transferred an additional 96 acres of the remaining 105-acre main parcel to Nassau County and retained the remaining nine (9) acres. Site 4 (Figures 1, 2, and 3) is located on the remaining parcel and lies within the fenced area of NWIRP Bethpage located south of Plant No. 3, east of South Oyster Bay Road, and north of Plant 17 South. The nine (9) acre parcel is being retained by the Navy for environmental remediation.

Following successful remediation, this parcel is planned for transfer to Nassau County.

Environmental concerns were first identified at Site 4 during a 1997 investigation by NG that identified former underground storage tanks (USTs) and petroleum-contaminated soil in the area. The USTs reportedly contained No. 6 fuel oil and were reportedly removed between 1980 and 1984 (Resolution, 2016). Since then, petroleum-contaminated soil and thick petroleum product have been identified above and below the water table (the groundwater table is present at approximately 50 feet below ground surface [bgs]). Clean soils have been confirmed at a depth of 73 feet bgs, indicating that impacts to subsurface soils diminish and eventually cease somewhere in the depth interval between 50 and 73 feet bgs. The areal extent of the impacted subsurface soils is approximately 0.25-acre.

Constituents of Concern (COCs) identified for groundwater consist of benzene, ethylbenzene, and total xylenes, naphthalene and pentachlorophenol, cobalt, and manganese. COCs identified for subsurface soil consist of benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, chrysene, and naphthalene.

The Operable Unit (OU)-3 Record of Decision (ROD) (Navy, 2015) for Site 4 (OU-3) identified the selected remedy that consisted of the following remedial technologies:

1-2

Steam injection to allow free product to form on the water table, A free product removal system, Soil vapor extraction (SVE), and

Biosparging.

Site 4 cleanup levels were defined by the ROD (Navy, 2015) and represent the Project Action Limits (PALs). To support attainment of the ROD cleanup levels, the Basis of Design/Design Criteria Report Intermediate (60%) Remedial Design (Resolution, 2016) described an initial phase of the overall remedial approach consisting of the collection of soil from the most contaminated zone followed by conduct of a treatability study to evaluate the effectiveness of hot water flushing/low temperature steam extraction and high temperature steam extraction.

1.2 Remedial Systems Overview

Wells supporting the Site 4 remedial system (six steam injection wells, seven SVE wells, one free product recovery well, and nine biosparge wells) were installed during July and August 2017. Startup and initial testing of the pilot steam injection and product recovery system commenced on 8 May 2019 (APTIM, 2023).

The system was fully operational beginning on 5 June 2019. With full system operation, daily pumping of the recovery well was initiated. Operation and observation of the free recovery system indicated that little to no product was being recovered and pumping frequency was reduced from daily to weekly. Further observation indicated that product recovery continued to be limited and following discussion with the Navy on 4 December 2019, active pumping of the free recovery system was ceased on 5 December 2019. Periodic pumping of the system was continued to evaluate any potential change in product recovery rates. Steam injection ceased as of 8 May 2020, with measurement and recording of subsurface temperatures elevated by the previous steam injection continuing until 30 June 2020.

Concurrent with the full-time operation of the steam injection and product recovery system, the SVE system consisting of seven SVE wells began operation in June 2019 and was operated and monitored by APTIM under separate contract until October 2022. Influent vapors were treated via a 55-gallon (gal) canister of vapor-phase granular activated carbon (VGAC) located within the Site 4 remediation skid with changeout of the vapor cannister, as needed.

In October 2022, an underground connection leading from the main Site 4 influent line to the existing NWIRP Bethpage Site 1 influent line at adjacent Building 03-35 was completed to allow Site 4 influent vapors to be treated at the Site 1 SVE treatment system. A valve was placed into the main Site 4 influent line to allow Site 4 vapor influent to flow to either the VGAC canister in the Site 4 remediation skid or to the Site 1 treatment system within Building 03-35.

The Site 1 system treats influent vapors with a 5,000-pound VGAC unit prior to discharge. The discharge from the Site 1 system is regulated by the New York State Department of Environmental Conservation (NYSDEC) discharge limitations for select volatile organic compounds (VOCs) specific to the COCs identified for Site 1. Incorporation of Site 4 influent to the Site 1 system requires the evaluation of the potential for additional discharge limitations associated with the identified Site 4 COCs; evaluation of potential additional discharge limitations is in progress as of the date of this report.

Operation and monitoring (O&M) of the biosparge and SVE systems was assumed by KGS beginning on 1 December 2022. At that time, the biosparge system was operating with three of nine available biosparge wells. The SVE system had been offline since October 2022 and remained offline until September 2023.

Following NYSDEC acceptance of the Navy proposal recommending no additional discharge limits for the Site 1 treatment system, the SVE system was reactivated on 20 September 2023 with flow directed to the Site 1 treatment system.

2.0 BIOSPARGE / SVE OPERATIONS AND MAINTENANCE

The biosparge system consists of injecting air into the subsurface to increase the dissolved oxygen concentration in groundwater to promote aerobic biological degradation of the organic contaminants. In the unsaturated zone it is used to promote airflow and agitation to enhance biological degradation.

The biosparge system is being implemented after the conclusion of steam injections to treat remaining concentrations in groundwater and to promote biological degradation in soil. While designed to run autonomously, the biosparge systems requires regular visits by an operator to record and adjust operational parameters and to perform scheduled maintenance. Telemetry equipment is not installed to alert the operator in the event of a system shutdown.

2.1 Routine Maintenance Activities

Routine maintenance activities for the biosparge system were performed during the operator's twice per week system inspections. Information was recorded on O&M Field Log Sheets (Appendix A), and included the following:

Biosparge heat exchanger temperature and pressure readings, Biosparge well flow readings, and

Air compressor hours.

As necessary, routine maintenance also includes draining of condensate from the air compressor and periodic preventative maintenance of the compressor.

Operation and maintenance of the SVE system, when operating via the VGAC cannister within the remediation skid, will consist of the following:

SVE system pressure readings, Visual inspection of all SVE system lines for leakage, Air compressor hours, Condensate draining, and

Preventative maintenance of the compressor.

It is expected that the SVE system will continue to be operated via the Site 1 treatment system, and maintenance will consist of monitoring of system pressures and inspection of system lines.

Routine monitoring of the SVE system was conducted during the current reporting period (Appendix A).

2.2 Non-routine Maintenance / Site Activities

The following non-routine maintenance activities were conducted during the reporting period:

28 October – Service performed on SVE system compressor, 18 November – Motor replaced on Biosparge blower with wiring repairs at control panel, and

12 December – External security light replaced.

3.0 GROUNDWATER MONITORING

As a means to evaluate the effectiveness of the biosparge effort, semi-annual groundwater sampling of eight monitoring wells located within the area comprising Site 4 (Figure 3) is conducted. A ninth monitoring well (MW-05) is not monitored as part of the current task order.

Two semi-annual groundwater sampling events were conducted during 2024 and provided data to assist in the evaluation of the effectiveness of the biosparge effort. Results were provided in the following documents:

Quarterly Operations Report, First Quarter 2024, Biosparge System, Site 4 – Former Underground Storage Tanks, Naval Weapons Industrial Reserve Plant, Bethpage, NY (KGS, 2024a), and

Quarterly Operations Report, Third Quarter 2024, Biosparge System, Site 4 – Former Underground Storage Tanks, Naval Weapons Industrial Reserve Plant, Bethpage, NY (KGS, 2024b).

The data from the semi-annual rounds of groundwater sampling of eight monitoring wells identified the following:

First Quarter 2024 (February) - The organic compounds identified as the Site 4 COCs for groundwater remained at non-detect levels. Cobalt was greater than the project action level (PAL) of 6 g/L at one monitoring well in the northern portion of the site and manganese was greater than the PAL of 300g/L at one monitoring well in the southeastern portion of the site.

Third Quarter 2024 (July) - The organic compounds identified as the Site 4 COCs for groundwater remained at non-detect levels. Cobalt concentrations at all eight monitoring well locations were less than the PAL. Manganese concentrations were less than the PAL, with one exception at a monitoring well in the southeastern portion of the site.

4.0 CONCLUSIONS AND RECOMMENDATIONS

The biosparge system should be operated continuously during the task order period of performance currently scheduled to extend to 28 February 2025. The three biosparge wells selected to be active are being rotated monthly to provide greater area-wide coverage within Site 4.

Continued assessment of site data should continue to provide updated evaluation of the treatment effectiveness facilitated by the operation of the SVE system in tandem with the biosparge system.
