About this file
This document is a Tier II Sampling and Analysis Plan (SAP) for the Naval Weapons Industrial Reserve Plant (NWIRP) Bethpage Site 1 Soil Vapor Extraction Containment System (SVECS). The plan describes long-term environmental operation, maintenance, and monitoring activities for addressing volatile organic compound (VOC) contamination at a former industrial site in Bethpage, New York. The remediation system focuses on preventing offsite migration of contaminated soil vapors, with specific objectives including capturing soil vapor with trichloroethene (TCE) concentrations greater than 250 micrograms per cubic meter and other VOCs at higher concentrations.
The monitoring program includes monthly sampling of vapor process streams, quarterly soil vapor sampling from 18 soil vapor extraction wells, quarterly pressure readings from 18 soil vapor pressure monitors in residential areas, and annual winter soil vapor sampling from the off-site pressure monitors. The system targets nine VOCs of interest: TCE, PCE, 1,1,1-trichloroethane, and six other chlorinated compounds. The project is being conducted by KOMAN Government Solutions, LLC for the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic, with oversight from New York State environmental agencies. The remediation will continue until monitoring data indicates that VOC migration has been sufficiently mitigated.

EXECUTIVE SUMMARY
This Tier II Uniform Federal Policy (UFP) Sampling and Analysis Plan (SAP) describes sampling and monitoring activities which are performed as part of the Long-Term Environmental Operation, Maintenance, and Monitoring (OM&M) activities associated with the Soil Vapor Extraction Containment System (SVECS) at the Naval Weapons Industrial Reserve Plant (NWIRP), Installation Restoration (IR) Site 1 – Former Drum Marshalling Area in Bethpage, New York.
This UFP-SAP was prepared by KOMAN Government Solutions, LLC (KGS) on behalf of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic under Contract Number N40085-16- D-2288, Task Order Number N4008517F4042. This UFP-SAP is required to update and consolidate sampling and analysis information provided in previously prepared documents, update current NAVFAC and prime contractor personnel information, update the analytical support laboratory, update the required analytical method, and include the addition of new vapor recovery wells.
NWIRP Bethpage is located in east central Nassau County, Long Island, New York, approximately 30 miles east of New York City. The Navy's property totaled approximately 109.5 acres and was formerly a Government-Owned Contractor-Operated (GOCO) facility that was operated by the Northrup Grumman Corporation (NG) until September 1998. NWIRP Bethpage is bordered on the north, west, and south by property owned, or formerly owned, by NG that covered approximately 605 acres, and, on the east, by a residential neighborhood.
Site 1 (Figures 1 and 2) lies within the fenced area of NWIRP Bethpage and is located east of Plant No.
3, west of 11th Street, and north of Plant 17 South.
Remedial Investigations conducted in the early 1990s identified volatile organic compound (VOC) contaminated soils and shallow groundwater at Site 1 that were contributing to a regional groundwater plume. To address this contamination, a Record of Decision (ROD) was prepared in 1995 that included in-situ treatment of VOCs, excavation and offsite disposal of soils contaminated with PCBs, and placement of a permeable cover to address other residual contaminants including cadmium, chromium, and VOCs.
Chlorinated solvents including trichloroethene (TCE), tetrachloroethene (PCE), and 1,1,1-trichloroethane (111TCA) were initially identified as the VOCs of interest in soil vapor at the site. Review of initial data by NAVFAC, the New York State Department of Environmental Conservation (NYSDEC), and the New York State Department of Health (NYDOH) indicated the need to monitor additional VOCs, consisting of 1,1-dichloroethane (11DCA), 1,1‐dichloroethene (11DCE), 1,2‐dichloroethane (12DCA), cis‐1,2‐ dichloroethene (C12DCE), trans‐1,2‐dichloroethene (T12DCE), and vinyl chloride and these constituents were added to the initial list of VOCs of interest, resulting in a total of nine. Concentrations of total VOCs greater than 1,000 micrograms per cubic meter (μg/m3) of soil vapor have been directly associated with Site 1 activities and historical environmental data, and based on preliminary screening, exceed guidelines established by NYDOH for subslab soil vapor concentrations. Of these chemicals, TCE is the primary VOC of concern. Addressing the detected concentrations of TCE in accordance with NYDOH guidance will address the other VOCs associated with the Site.
In response to the VOC impacts associated with the former activities at Site 1, the SVECS was established at the site. Implementation of the SVECS consists of soil vapor extraction, soil vapor pressure monitoring, and soil vapor treatment. Six soil vapor extraction well (SVEW) clusters, each consisting of an intermediate and deep well, were installed along the eastern boundary of the Site during calendar year 2009. In 2013, 18 soil vapor pressure monitors (SVPMs) were installed in off-site residential areas east and southeast of the SVEWs along 9th and 10th Streets and along Maple Avenue and Sycamore Avenue (Figure 3). The SVPMs are designed to monitor the effectiveness of the system in capturing and containing the contaminated soil vapors in the area east of Site 1. More recent monitoring data indicated the need for additional SVEWs within Site 1 and six additional deep SVEWs were installed
Contract No N40085-16-D-2288 – 4 – KOMAN Government Solutions, LLC during late 2021/early 2022 (Figure 3).
Each SVEW is piped below the ground to the Flow Monitoring Station (FMS), where flow, vacuum, and vapor quality can be monitored. The FMS consists of a Conex box located in the southeast corner of the Site. All the vapor lines collect into a single manifold within the FMS and from this location a single underground pipeline has been routed to the Treatment Building (Building 03-35) (Figure 3). The Treatment Building was established in an existing unoccupied building. The soil vapor treatment consists of moisture separation and off-gas treatment using vapor-phase granular activated carbon (VGAC) to remove the chlorinated VOCs.
The remedial objective for the SVECS is to prevent further off-site migration of VOC contaminated soil vapor and to the extent practical, capture contaminated soil vapor with a TCE concentration greater than 250 μg/m3, and PCE and 111TCA concentrations greater than 1000 μg/m3. A secondary objective of this project is to address soil vapor with a TCE concentration greater than 5 μg/m3.
The long-term monitoring (LTM) of the SVECS consists of the following work elements:
Monthly grab samples collected from the vapor phase treatment system influent and effluent, Quarterly soil vapor samples from the 18 SVEWs collected using Summa Canisters and analyzed for the nine VOCs of interest, Quarterly SVPM pressure readings in the off-site residential areas to the east and southeast of the Site, and
Annual (winter) soil vapor sampling from the 18 SVPMs using Summa canisters and the analysis of the nine VOCs of interest.
Operation of the SVECS will continue until the LTM data indicate that off-site migration of VOCs at levels greater than the guidelines established by NYDOH for subslab soil vapor concentrations has been mitigated, with the result that the soil vapor intrusion pathway has become incomplete. Consultation with NAVFAC and NYSDEC will precede any decision to terminate operation of the SVECS.

Consensus Decisions:
Sampling plan elements and information were established via multiple conversations and other communications, as documented by Naval Facilities Engineering Systems Command (NAVFAC) and New York State Department of Environmental Conservation (NYSDEC) review and consensus approval of operational and sampling plans.
Project Planning Summary:
The remedial program for Site 1 contaminated soils and shallow groundwater was originally set forth in the 1995 Record of Decision. The operational and monitoring requirements for the Site 1 Soil Vapor Extraction Containment System (SVECS) were established by the Record of Decision, Operable Unit 4 Site 1 – Former Drum Marshalling Area, Naval Weapons Industrial Reserve Plant (NWIRP), Bethpage, New York, August 2018.
The current revision of the Sampling and Analysis Plan (SAP) is required to update the NAVFAC and prime contractor personnel information, update the analytical support laboratory, include the addition of new soil vapor recovery well locations, and to integrate previous sampling documents into a single volume in Uniform Federal Policy (UFP) format.
Contract No N40085-16-D-2288 – 12 – KOMAN Government Solutions, LLC
4.0 – CONCEPTUAL SITE MODEL
(UFP-QAPP Manual Section 2.5.2 – Worksheet #10)
Site 1, covering approximately 5.5 acres, is predominately an open, relatively flat and lightly vegetated area with a four-foot high windrow located along the eastern end of the site. At the northern end of the Site, the grade is mounded in the area of a former abandoned sanitary settling tank. Initially, the tank sidewalls used mounded soil as insulation. Later, the top of the tank was collapsed and the remnants were covered with soil. The southern portion of the site was covered in asphalt and gravel and used to store miscellaneous equipment and for vehicle parking. The Site was enclosed by a facility perimeter fence on the east and interior fencing on the north, west, and south.
NWIRP Bethpage is underlain by approximately 1,100 feet of unconsolidated sediments that overlie crystalline bedrock. The unconsolidated sediments consist of four distinct geologic units: the Upper Glacial Formation; Magothy Formation; Raritan Clay; and Lloyd Sand Formations. The Upper Glacial Formation consists primarily of coarse sands and gravels and is approximately 30 to 45 feet thick. The Upper Magothy Formation consists primarily of coarse sands to a depth of approximately 100 feet, below which finer sands, silts, and clay predominate. The 100- to 150-foot thick Raritan Clay Formation underlies the Magothy Formation at a depth of approximately 700 to 800 feet below ground surface (bgs).
The underlying Lloyd Sand Formation is approximately 300 feet thick.
Groundwater in the Magothy Formation is considered a sole source aquifer (NYSDEC Class GA) and is the primary source of potable water for Nassau County. Groundwater is encountered at a depth of approximately 50 feet bgs at the NWIRP Bethpage. In the past, as the result of groundwater extraction via deep production wells at the facility, and recharge, groundwater has been measured at depths from 40 to 60 feet bgs. Groundwater beneath the NWIRP flows in a general southerly direction toward the Atlantic Ocean and deeper. Across the facility the average horizontal hydraulic gradient and groundwater velocity of the unconfined aquifer are 5.3 feet per mile and 0.3 foot per day, respectively.
From the 1960s to the 1990s, there were 16 deep production wells in operation [seven on NWIRP Bethpage and nine on Northrup Grumman Corporation (NG) property]. The wells extracted water from the Magothy Formation, and each yielded approximately 1,200 gallons per minute (gpm). The production wells extracted groundwater from depths of approximately 280 to 500 feet bgs. All production wells on the NWIRP Bethpage and most of the production wells on the NG property have been decommissioned.
Extracted water was used primarily for non-contact single pass cooling for operations on the NWIRP Bethpage and NG properties, and water was discharged into nearby surface recharge basins. The influence from these production wells altered the local groundwater flow from southeast to southwest and west. The extraction from the production wells and near surface recharge resulted in vertical gradients across the NWIRP Bethpage and NG properties that would enhance the downward migration of constituents of concern (COCs).
Following decommissioning of the production wells, subsequent water level measurements have indicated that groundwater across Site 1 flows to the south-southeast and the water table elevation ranges from approximately 73 to 70 feet above mean sea level.
VOCs in soil represent the primary COCs at Site 1 with respect to operation of the SVECS. Carbon tetrachloride, chloroform, 1,1-dichloroethane (11DCA), 1,2-dichloroethane (12DCE), tetrachloroethene (PCE), 1,2,4-trichlorobenzene (124TCB), and trichloroethene (TCE) were initially identified in soil vapor at concentrations that, if they migrated to indoor air without sufficient attenuation, could adversely impact the indoor air. A residential neighborhood is located east of Site 1, and the SVECS is operating as a removal action designed to control VOC soil vapor migration into the off-property residential homes.
Quarterly pressure monitoring of offsite SVPMs and annual vapor sampling of the SVPMs provide data to verify control of potential offsite vapor migration.
Contract No N40085-16-D-2288 – 13 – KOMAN Government Solutions, LLC
The source of the VOCs is believed to be soils located at variable depths throughout Site 1. Review of initial soil vapor data generated by the sampling of soil vapor extraction wells (SVEWs) resulted in the current list of nine VOCs of interest, consisting of TCE, PCE, 1,1,1-trichloroethane (111TCA), 11DCA, 1,1-dichloroethene (11DCE), 1,2-dichloroethene (12DCE), cis-1,2-dichloroethene (C12DCE), trans-1,2-dichloroethene (T12DCE), and vinyl chloride.

STATEMENTS
(UFP-QAPP Manual Section 2.6.1 – Worksheet #11)
5.1 OVERALL PROJECT QUALITY OBJECTIVES
Operation of the SVECS to prevent further offsite migration of VOC contaminated soil vapor and, to the extent practical, capture contaminated soil vapor with a TCE concentration greater than 250 micrograms per cubic meter (μg/m3) and PCE and 111TCA concentrations greater than 1,000 μg/m3. A secondary objective of system operation is to address soil vapor with a TCE concentration greater than 5 μg/m3. Addressing the detected concentrations of TCE in accordance with NYDOH guidance will address the other VOCs of interest associated with the Site.
Monthly sampling and monitoring of the influent, effluent, and intermediate process streams within the SVECS for the purpose of evaluating the operation and performance of the process equipment for the treatment of captured vapor via vapor-phase granular activated carbon (VGAC) adsorption, and to monitor the capture of the contaminated soil vapor by the intermediate and deep SVEWs. Effluent concentrations for treated VOCs are required to meet air discharge limits established by NYSDEC (see Section 5.5).
Quarterly soil vapor sampling at nine SVEW clusters (each with an intermediate and a deep well) to evaluate potential reduction of vapor concentrations within Site 1.
Quarterly pressure monitoring of 18 off-site SVPMs to document maintenance of the onsite SVECS vacuum field and determine the effectiveness of the system in capturing and containing offsite soil vapor in the residential area east of Site 1.
Annual (winter) soil vapor sampling at 18 off-site SVPMs to document and assess VOC concentrations in off-site soils with respect to NYSDOH guidance for subslab soil vapor concentrations.

Sample Handling and Tracking System
Samples will be express shipped to the laboratory under chain of custody within 48 hours of being collected. Under no circumstances will sample holding times be exceeded.
Sample Custody
To ensure the integrity of a sample from collection through analysis, it is necessary to have an accurate written record that traces the possession and handling of the sample. This record, the chain of custody form, is designed to provide documentation of collection, preservation, packaging, handling, storage, and shipping of all samples collected. Proper chain of custody begins at the time of sample collection and links data obtained from analysis of the samples to the samples, themselves, and to the locations from which the samples were collected. A sample is under proper custody if:
The sample is in the physical possession of an authorized person, The sample is in view of an authorized person after being in his/her possession, The sample is placed in a secure area by an authorized person after being in his/her possession, and
The sample is in a secure area, restricted to authorized personnel only.
Chain of Custody (CoC) forms will be completed for all samples collected. The laboratories may provide multi-part forms to be used for chain of custody documentation. Each page of multi-part chain of custody forms shall be signed and dated by the person relinquishing sample custody and the recipient of a sample or portion of sample. The person releasing a sample or portion thereof and the person receiving the sample or sample portion will each retain a copy of the form each time a transfer occurs.
Field Sampling Custody Requirements
Field sample custody procedures (sample collections, packaging, and shipping to laboratory) will be conducted in accordance with SOP-005 (Appendix C). After collecting samples with the Summa cannisters, the Summa cannisters will be placed into a cardboard box and express shipped to the lab
Personnel collecting samples are responsible for the care and integrity of those sample until they are properly transferred or dispatched. Therefore, the number of people handling a sample will be kept to a minimum. When transferring samples, the individuals relinquishing and receiving them will sign, date, and note the time on the CoC form. This form documents the sample custody transfer from the sampler to the laboratory, often through another person or agency (common carrier).
Laboratory Custody
Laboratory sample custody procedures (e.g., receipt of samples, archiving, and disposal) will be used according to laboratory specific SOPs. Sample boxes are received and checked for damage. A receipt form will be filled out to note conditions and any discrepancies. The CoC form will be checked against the sample container labels for accuracy. Samples will be logged into the Laboratory Information Management System (LIMS) and given a unique log number which can be tracked through processing.
The Laboratory PM will notify the KGS PM verbally or via e-mail of any problems on the same day that an issue is identified.
