SECTION 1 - GENERAL
This Contract Task Order (CTO) is for performing Long-Term Environmental Operations, Maintenance and Monitoring (OM&M) of the Site 1 and Site 4 Remediation Systems, Naval Weapons Industrial Reserve
Plant (NWIRP), Bethpage, New York. The task order will be for a one-year base term, and the
Government will have the option to extend the term of the order for three (3) additional periods. The total duration of the task order, including options, if exercised, will not exceed fifty-four (54) months.
The Department of the Navy (Navy) Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic
(Midlant) will administer this contract and will manage the Work Elements under this CTO. All requirements of the Basic Contract, in addition to those specifically mentioned in this CTO, remain in full effect and performance under this CTO shall be in accordance therewith.
The task order will be for 12 months of operation from 01 May 2027 to 31 April 2028. A firm-fixed price shall be provided for the 12-month period. If there are changes to the scope of work over the course of the task order term, a modification proposal will be requested, and once negotiated; the changes will be incorporated into the task order by bilateral agreement.
1.1. Performance Objective (s):
The contractor will conduct 12-months of long-term environmental Operations, Maintenance &
Monitoring of the Site 1 SVE System and Cap and 12 months of the Site 4 Biosparge system at
Installation Restoration (IR) Site 4 – Former Underground Storage Tanks and in accordance with the OM&M Manual and Supplemental Monitoring Plans previously prepared. At the completion of the operation, maintenance and monitoring, tasks, the contractor will submit a final report. The contractor shall follow the previous report format. The contractor shall work with NWIRP, Bethpage and the State regulators to complete this work.
1.2. Background:
Site 1
As a part of the CERCLA remedial actions at IR Site 1 – Former Drum Marshalling Area at
NWIRP Bethpage, New York, a SVECS was constructed. Chlorinated solvents including trichloroethene (TCE), tetrachloroethene (PCE), and 1,1,1-trichloroethane (TCA) have been identified as the VOCs of interest in soil gas at the site. Concentrations greater than 1,000 µg/m3
(micrograms per cubic meter of soil vapor) have been directly associated with Site 1 activities and historical environmental data, and based on preliminary screening, exceed guidelines established by the New York State Department of Health (NYDOH) for sub-slab soil vapor concentrations. Of these chemicals, TCE is the primary VOC of concern. Addressing TCE contamination in accordance with DOH guidance should address the other VOCs associated with the site
(NYSDOH, 2006).
PCBs, cadmium, and chromium have also been identified in site soils at concentrations requiring remediation. The majority of these chemicals have been detected in the central portion of Site 1.
Based on limited data, these chemicals are not expected to be present along the fence line at environmentally significant concentrations (i.e., trigger handling as hazardous waste).
Construction was completed in 2009 by Tetra Tech, EC who had also been tasked with operation and maintenance of the system for an initial period of 6 months (January – July 2010). The system was constructed to capture contaminated soil vapor with a TCE concentration greater than
250 µg /m3. A secondary objective of this project is to address soil vapor with a TCE concentration greater than 5 µg /m3 (Design Analysis Report for Soil Vapor Extraction
Containment System, TtNUS, April 2009). The SVECS was designed for a 4 year operational life;
however, soil vapor concentration still exceed the 250 µg /m3 for TCE. Six soil vapor extraction
(SVE) well (clusters, each consisting of an intermediate and deep well, will be utilized for the extraction of soil vapors during the system operation. The six deep SVE wells are also capable of being used as monitoring wells for collecting groundwater samples. However, at this time, the
Navy has determined that collection of groundwater samples will not be required. The six intermediate SVE wells will not encounter groundwater and will only be used for soil vapor extraction. Eighteen soil vapor pressure monitors (SVPMs) will be used to monitor the effectiveness of the system in capturing and containing the contaminated soil vapors in the area east of Site 1. These SVPM were installed to ensure the offsite vacuum field is maintained and the SVECS continues to function as a mitigation system for the impacted and potentially impacted homes in the neighborhood.
Two manuals were written to address the operation and maintenance of the SVECS – “Final
Operations and Maintenance Plan for Soil Vapor Extraction Containment System” and the
“Supplemental Offsite Soil Vapor Intrusion Monitoring Plan for the Soil Vapor Extraction
Containment System”. These plans were developed to continue SVECS operations until such time when the remediation goals have been met or until the system becomes operationally inefficient.
It is the intention of this statement of work to obtain services for the continued operation and maintenance of the SVECS, and continued monitoring of vapor/air by means of a combination fixed-price and indefinite quantity task order.
Site 4
As a part of the CERCLA remedial actions at IR Site 4 – Former Underground Storage Tanks at
NWIRP Bethpage, New York, a steam injection system was constructed. Contaminants of
Concern (COCs) identified for groundwater include volatile organic compounds (VOCs)
(benzene, ethylbenzene, and total xylenes), semi-VOCs (SVOCs) (naphthalene and pentachlorophenol), and metals (cobalt and manganese). COCs identified for subsurface soil include SVOCs, including benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, chrysene, and naphthalene.
Steam injection began on April 9, 2019 through all six steam injection wells: SI-1S, SI-2S, SI-3S, SI-1D, SI-2D, and SI-3D. The system was operated continuously, with minor interruptions throughout the year. System parameters, including water meter readings, steam injection flowmeter readings, and thermocouple temperature readings at 15 and 20 feet below ground surface were recorded daily beginning May 31, 2019. The results of the steam injection activities are presented in the Technical Memorandum for Operable Unit 3 Site 4 Underground Storage
Tanks Steam Injection Operation and Performance Summary Report dated 26 June 2020.
The biosparge system consists of an air compressor, filters, injection manifold, conveyance piping, and 9 injection wells. A manual was written to address the operation and maintenance of the steam injection and biosparge system – “Final Operations and Maintenance Manual Site 4 –
Former Underground Storage Tanks”(APTIM, 2023). These plans were developed to continue biosparge system operation until such time when the remediation goals have been met or until the system becomes operationally inefficient. It is the intention of this statement of work to obtain services for the continued operation and maintenance of the biosparge system and continued monitoring of groundwater by means of a combination fixed-price and indefinite quantity task order.

2.5.4.2 Analytical Data Deliverables
Analytical data are entered into NIRIS via NAVFAC Electronic Data Deliverables (NEDDs). The NEDD
Specifications are a collection of tables that provide the requirements, valid values, and definitions for ER data submittals. The NEDD Standard Operating Procedures (SOP), which can be downloaded at https://niris.navfac.navy.mil/Document_Management/Knowledge_Base/SOP_Documentation/03-000-
01%20NEDD%20SOP.pdf (NIRIS access required), provides guidance and support for the submittal of
NEDD tables in NIRIS, along with detailed instructions for compiling and submitting data to NAVFAC.
PLEASE NOTE: If this task order includes munitions response and/or vapor intrusion related work/sampling, the collection of specific types of additional data may be required in order to successfully submit MR and VI specific NEDDs. It is important to carefully plan sample collection events to ensure that appropriate data is collected to achieve a successful submittal of data to NIRIS.
Prior to conducting field work, the contractor shall discuss with the RPM, and NIRIS Regional Data
Manager (RDM) if necessary, which NEDD tables will be submitted. It is extremely important that the contractor collects all data required in the NEDDs. The contractor shall submit ALL applicable tabular data collected for this task order into NIRIS via the NEDDs, provided a location for that data exists in a NEDD table, including data that NIRIS business rules consider “optional”.
Following the collection and validation of data, the contractor shall submit all tabular data collected under this task order in the specified NEDD format. All data associated with this task order shall be submitted to
NIRIS as soon as the data has been validated, and no later than 3 months following the collection of the sample. If that timeframe cannot be reached, the contractor shall notify the RPM with an explanation.
2.5.4.3 Geospatial Data Deliverables
NIRIS maintains ER spatial data and displays the data in the GRX Viewer. Environmental Restoration geospatial data produced as a result of this Task Order shall be submitted to NIRIS in accordance with guidance set forth in the GIS Submissions Guide. This guide (and associated templates) can be found at https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-
Restoration/Data-Submittal-Guidance or on the Help page in NIRIS. All geospatial data shall be provided with metadata, using the appropriate coordinate system (e.g., WGS 1984), in an ESRI format (preferably in shapefile or geodatabase file format, although CAD files can be accepted) and submitted to the RDM for loading into the NIRIS geospatial database.
Before submitting spatial data, please review the Spatial Data SOP & Template. The primary focus for GIS deliverables is on Environmental Restoration Site and Land Use Control boundaries. These data should only be submitted if they represent:
• A new, legitimate site, or
• An update to an existing site boundary.
For GIS data outside these primary layers, please refer to the NIRIS Feature Classes section of the SOP for guidance. Any GIS data that does not fall within the SOP guidance should be provided on external media and submitted with the administrative record upload.
Any Environmental Restoration geospatial data produced as a result of this task order shall be submitted to the RDM no later than the submission of the final document containing that information.
If a requirement exists to submit non-Environmental Restoration Program spatial data, the contractor shall submit that data in accordance with the Navy IGI&S Standards & Specifications for Vector GIS https://niris.navfac.navy.mil/Document_Management/Knowledge_Base/SOP_Documentation/03-000-01%20NEDD%20SOP.pdf https://niris.navfac.navy.mil/Document_Management/Knowledge_Base/SOP_Documentation/03-000-01%20NEDD%20SOP.pdf https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Data-Submittal-Guidance https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Data-Submittal-Guidance
Deliverables, which may be appended to this SOW. Any questions related to the collection or submission of environmental restoration geospatial data should be directed to the RDM via a NIRIS Support Request.
The contractor shall contact the appropriate RDM to obtain relevant geospatial data for use in official task order deliverables and environmental records. The contractor shall contact the RDM, RPM, and/or a
NIRIS Work Group member if there is a dispute as to whether the geospatial information located in NIRIS is correct, Contact information for the RDM can be found in Section 6 (Points of Contact) of this SOW.
2.5.4.4 Internal Document Reviews
Pre-final versions of certain document deliverables associated with this task order require a formal review in the NIRIS Document Review Tool, in accordance with NAVFAC policy. Pre-final documents requiring review in the Document Review Tool include the following:
• Sampling and Analysis Plans and/or Field Change Requests (SAPs) o Includes MR QAPP
• Remedial Alternatives Analysis (RAA)
• All IR documents that relate to remedy selection or evaluation, in accordance with QDR policy
The RPM may request a Subject Matter Expert (SME) review for other pre-final deliverables that do not fall into one of the categories identified above.
The contractor shall address comments from all document reviews and load responses in the Document
Review Tool as many times as necessary, in coordination with the RPM.
2.5.4.5 Document/Environmental Record Deliverables

O - NAVFAC SOP to Submit Documents to NIRIS of the Environmental Restoration Recordkeeping
Manual.
Documents may only be distributed to other parties outside of the Navy after they have been approved by
Records Management.
The contractor shall work with the RPM (and installation security personnel, if appropriate) to exclude CUI in all document deliverables, when possible. Documents that must contain CUI shall follow the guidance outlined in Appendix G – Protecting Controlled Unclassified Information (CUI) and Required Markings of the ER Recordkeeping Manual. For Administrative Record and Post Decision File documents containing
CUI, the contractor shall submit two versions of the FINAL document to the applicable Records Manager https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Data-Submittal-Guidance/ https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Data-Submittal-Guidance/ or RDM.
