About this opportunity

The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) is seeking a contractor to provide comprehensive regional oil and hazardous substances spill response services across multiple military installations in Japan. The contract will require the selected firm to respond to and clean up oil and hazardous substance spills in ocean, bay, and land environments, including inland waterways, with services encompassing cleanup, transport, disposal, sampling, and training coordination. Contractors must demonstrate capability to operate across seven geographic zones, including key locations like Fleet Activities Sasebo, Marine Corps Air Station Iwakuni, and Naval Air Facility Atsugi. Evaluation will likely focus on technical capabilities, past performance, response times, personnel qualifications, and ability to handle various hazardous materials. Interested firms must submit a Sources Sought response by March 13, 2025, at 14:00 JST, with complete company information, SAM registration details, and up to five relevant past performance projects from the last five years.

The pre-solicitation notice indicates no specific set-aside for small businesses or disadvantaged vendors. While the exact contract value is not specified, this is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with potential significant scope given the comprehensive geographic coverage. Contractors must possess OSHA First Responder Operations Level certification or its Japanese equivalent and demonstrate ability to provide personnel with HAZMAT protection levels A through D. The contract will require capabilities to handle diverse hazardous materials, including petroleum products, PFOS/PFOA compounds, PCBs, asbestos, and various gases. Potential contractors must show technical proficiency in both English and Japanese languages, given the multinational military installation environment. The contract appears designed for a multi-year service agreement with the potential for substantial environmental response and remediation work across U.S. military facilities in Japan.
