The contractor must provide turnkey installation including procurement and installation of a video wall display (four 65-inch UHD TAA-compliant monitors suggested), software licenses and operating systems for five workstations running Windows 10 and Linux, and design capability to support approximately 700 cameras with 30-day video storage. Required software includes Video Edge, Victor unified client, and VuWall. Cabling work is limited to the Secure Communications Center server room, workstations, and adjacent server closets, utilizing existing fiber pathways. The contractor must perform device hardening, establish administrator access for VA Police leadership while maintaining full contractor privileges during configuration, replace UPS batteries, provide as-built documentation, and deliver a one-year break-fix warranty with eight-hour emergency response time and labor-only costs during warranty (material costs determined by VA). Installation occurs July 1, 2026 through January 31, 2027, during regular business hours Monday–Friday, 7:00 a.m. to 3:00 p.m. EST, with weekend and evening work authorized by COR approval. A mandatory site visit is scheduled for June 16, 2026, at 10:00 a.m. Government-furnished equipment includes video edge NVRs, American Dynamics servers and workstations, Cisco switching and routing equipment, Dell monitors, APC power infrastructure, and time synchronization equipment. The contract is Firm-Fixed-Price. The question submission deadline has passed; no further questions are accepted. Offerors must be fully registered and active in SAM.gov at time of award. Evaluation considers technical and quality factors, past performance, and price, with award to the responsible offeror providing best value.
