The VA is seeking a Firm-Fixed-Price contractor solution to establish a turnkey camera surveillance system at the SCC. Key requirements include: procuring and installing a video wall display (suggested as four 65-inch UHD TAA-compliant monitors, though contractor proposals welcome); providing software licenses, operating systems, and keys for five workstations running Windows 10 and Linux to support video feeds; designing a system capable of supporting approximately 700 cameras (approximately 300 currently active); and establishing 30-day video storage capacity. The contractor must provide Video Edge, Victor unified client, and VuWall software and licenses, as the VA does not currently possess these. The system will not connect to the VA's secured network but will use the VA's public Wi-Fi. Cabling work is limited to the SCC server room, workstations, and server closets adjacent to the SCC, with fiber optics utilizing existing pathways from surrounding buildings.

Additional contractor responsibilities include device hardening with recommendations on hardening levels, establishing administrator access for VA Police leadership while maintaining contractor full privileges during configuration, unboxing and inventorying existing government-furnished equipment during installation, replacing UPS batteries, providing as-built documentation, and meeting acceptance criteria including successful camera feed display, system integration, recording/playback validation, network connectivity, and COR sign-off. Break-fix warranty coverage is required with eight-hour emergency response time and labor-only costs during the one-year warranty period, with material costs to be determined by the VA. The contractor will establish temporary administrative access and will not require PIV access, instead providing temporary ID badges to employees. Weekend and evening work is authorized with COR approval.

Secure Communications Center - Camera System Activation Combined RFI's

Is the VA procuring the video wall display under a separate contract, or is the contractor expected to procure and provide the display as part of this Firm-Fixed-Price quote?

Contractor will select a video wall which they feel will best support the needs of the SCC. Procure and provide with installation is part of the FFP.

Will the VA provide the necessary Operating System and Video Edge software licenses/keys, or must the contractor purchase and provide these licenses for the 8 workstations?

Contractor to provide licenses, software and keys for 5 work stations. Windows 10, Linux, Are there specific cabling standards required (e.g., Cat6, plenum-rated, fiber)? Furthermore, are there existing cable pathways and conduits, or is the contractor responsible for providing and installing new conduit?

Fiber optics are ran with existing pathways into the SCC from surounding buildings

Can the Government clarify what is meant by "(clouded)"? Does this refer to cloud-managed architecture, or is it a typographical error?

Clouded managed architecture. VA is unclear what system componients we have. Once we develop the system we have we will consider Cloud management in the future.

What specific device hardening standards or frameworks (e.g., DISA STIGs, VA specific security baselines) must the contractor adhere to for this equipment?

VA is unable to answer this question. Please provide best solution

Under VA Coordination, the RFQ states: "Contractor shall coordinate with Tampa FMS Projects, to finalize all.". Can the Government complete the sentence regarding what exactly needs to be finalized with Tampa FMS Projects?

This is a coordination statement only. Craig Parady the Project manager will be your primary contact

Is the contractor required to provide a preventative maintenance schedule during the one-year warranty period, or is this strictly a break-fix warranty response requirement?

NO. Break and fix warranty on work provided. Labor only, if existing, "out of date" equiptment fails. Material cost will be determined at that time and fall on the VA for funding. 8 hour response time during emergiency situations

8 Will contractor be responsible for ensuring that system has sufficient storage capacity to meet retention requirement YES. 30 day storage.

9 Please provide number of cameras resolution and frame rate for existing cameras do not have accurate numbers at this time. Assume active cameras number 300, system shoud be able to support 700 cameras 10 What source inputs that must be displayed on the video wall

The 5 work stations must have ability to display all camera feeds and to move them on to the the video wall.

11 What is the required size, configuration, and feature set for video wall

Contractor will propose their best option/solution for the video wall. The VA proposed (4) 65” UHD TAA compliant wall mounted monitors. This is a suggestion only. Site prep- moving existing electric required along with hardining of the mounting wall.

Is the contractor required to migrate any existing camera database, camera naming Location, layouts, recording schedules, user permissions, maps, views, alerts, or archived footage from an existing system, or is this a new configuretion using existing live camera feeds only?

NO. What is needed to have Turn Key establishment of an active camera system with 5 work stations and video wall There is an existing system in the old dispatch room. This system will utalize only the fiber ran back to the SCC.

Please confirm whether VA will provide all required active licenses, license keys, instalition media, support end elements, and administrateve credentionals also for Video Edge, Victor unified client, and VuWall. If any licenses, renewals, support plans, or softweare modules must be contractor-provided, please idenfy the required quanes, versions, and license types The VA does not have Video Edge, or Victor all software and licenses will be provided by contractor

Please idenify the required current and target versions for Video Edge, Victor unified client, VuWall, Dell Windows, Dell Linux, firmware, and any required American Dynamics components.

Most current versions. Windows 10.

15 Has all Government-furnished equipment listed in the Existing Camera Hardware attachment been inventoried, tested, and confirmed

NO. Equipment remains unboxed, uninventoried. Contractor will unbox and inventory equipment as installation moves forwarded

Please provide, if available, a detailed GFE list with serial numbers, exact manufacturer part numbers, firmware/soware versions, warranty/support status, and current storage drive configuretion for the Video Edge NVRs, American Dynamics equipment, Cisco switches, UPS equipment, and worksiteons.

Equipment remains unboxed uninventoried.

The Statement of Need references installation of the “clouded” on-site VA-owned equipment. Please provide the referenced clouded drawings, equipment location plans, rack elevations, worksite layout, and/or marked-up plan sheets identifing the equipment and locations included in this scope.

The existing equipment is years old. There are no equipment locations, no drawings. No details

Please define the expected cabling scope. Does “run cabling as necessary” refer only to patch cables and in-room rack/workstation cabling, or does it include new horizontal cabling, fiber, conduit, pathway construction, above-ceiling work, wall penetrations, firestopping, and/or cable pulls between buildings, closets, camera locations, SCC work stations, and server racks? Please provide drawings, cable pathway information, approximate distances, and required cable types.

Cabling in SCC server room, workstations, and the Server closets just outside the SCC. Fiber terminations.

Please confirm the contractor’s authority and responsibility for network configuretion. Will VA provide approved IP addressing, VLAN assignments, switch configuretions, firewall rules, DNS/NTP settngs, Active Directory/service account informaon, and privileged access? Or is the contractor expected to develop proposed configuretions for VA review and implementaltion by VA OIT?

This system will not be on the VA secured network. Contractor will submit settings and proposed configerations. Internet will ordinariate with the VA public wi-fi.

Will the contractor receive temporary administraive access to servers, workstations, NVRs, switches, Video Edge, Victor, VuWall, and related systems as needed for installtion and testng? If not, please define how configuretion work will be performed and who will execute privileged changes Yes contractor will have acccess. Contractor will astablish administration access for VA Police leadership. Contractor will have full prilivages with their own access during configuration of the system

Please identfy the current and target operatng system versions for the eight Dell Precision 5820 workstatons, including whether each workstaton requires Windows, Linux, dual-boot, virtualizaton, or vendor-specific VideoEdge/Victor configureton. Will VA provide approved images, installton media, endpoint security tools, local admin credentals, and patching requirements?

5 workstations- Windows 10, to support video feeds. Linux, videoedge/victor

Please define “qualified equipment” for device hardening and identfy the required hardening standard, such as VA baseline, DISA STIG, CIS benchmark, manufacturer hardening guide, or locally approved checklist. Please also confirm who approves the hardening results and whether VA requires a hardening report For certain qualifying equiptment. Services could include disabliing unused device features, unused networks, changing passwords and updating firmware. Contractor will provide recomendationson levels of hardening.

Please confirm whether VA has reviewed the existng Government-furnished camera system components and camera feeds for compliance with applicable covered telecommunicatons/video surveillance prohibitons, FASCSA orders, and related supply-chain restrictons. Is the contractor responsible only for ensuring that contractor-furnished products and services comply, or is the contractor also responsible for validatng existng VA-furnished equipment?

Existing, active cameras are monitorined in the (old) dispatch room. New cameras have been installed as per contract and code.

Contractor not responsible for validating existing equiment out side of SCC. New fiber and the installed cameras on this system will need to be validated

Please confirm the contractor’s responsibility for power and UPS work. Are all required electrical circuits, outlets, grounding, UPS connectons, and rack power available and code-compliant, or is the contractor responsible for new electrical work, load calculatons, breaker/circuit coordinaon, permits, shutdown coordinaton, or UPS batery/module replacement?

Electrical will be provided and is compliant. UPS bateries will need to be replaced.

The RFQ references regular business hours of Monday through Friday, 7:00 AM to 3:00 PM. Will aer-hours, evening, or weekend work be permited Weekend and evening work is authorized. But most be approved by COR

Please identfy all contractor personnel access requirements, including background checks, PIV requirements, temporary badges, escort requirements Contractor to provide tempory ID badges to employees. NO PIV access. Escort will be provided as needed

Please provide the required acceptance criteria for final system acceptance. At minimum, should acceptance be based on successful display of all identfied camera feeds at five SCC workstatons, successful VideoEdge/Victor/VuWall integraton, successful recording/playback validaton, successful network connectvity, completed hardening checklist, completed as-built documentaton, and COR sign-off?

VA is still working on this, At this time VA does not have an accurate list of cameras. 8 years ago fiber and new cameras were installed we no linger have details. Once contractor is selected we will address this issue

Please clarify the extent of cabling work required, including cable types, estimated quantities, and whether new cable runs will be necessary.

SCC server room work, workstations, and the server closets just outside the SCC.

Please confirm the contractor's responsibilities regarding network configuration, Cisco switch programming, IP addressing, and device hardening requirements This is a turn key activation utalizing VA equiptment. Assume all programming addressing and hardening is requited

31 Please clarify the status of VideoEdge licensing and whether all required licenses are currently available.

We do not have videoedge contractor will supply licenses and software

Please provide additional information regarding the current status of the existing system and any known deficiencies to be addressed under this project At this time no identified deficiencies, Unforseen conditions will be addressed as they present

33 Please clarify the required testing, documentation, and acceptance criteria for project completion.

If available, please provide any camera layouts, network diagrams, rack elevations, or other as-built drawings that would assist contractors in developing accurate pricing.

At this time VA does not have an accurate list of cameras layouts or as-builts
