The contractor must develop approximately 900 LOTO procedures compliant with OSHA 29 CFR 1910.147 and applicable NFPA codes covering mechanical, electrical, and systems equipment including air handling units, boilers, chillers, medical gas systems, and photovoltaic systems. Deliverables include authored visual procedures submitted in phased batches of no more than 225 per submission; printed, laminated (14 mil matte, UV-resistant) procedures affixed to equipment with QR codes; energy source identification tags; a comprehensive project desk binder; yearly training sessions; and annual site evaluations with written reports. The contractor must establish and maintain a LOTO management system and provide network access for QR code creation and digital file storage on VA systems, triggering cybersecurity requirements including cyber awareness training, background investigations, POA&M, and FISMA/PIA obligations.
Prevailing wage rates apply under the Service Contract Act for California counties: Alameda, Contra Costa, San Francisco, San Mateo, and Santa Clara, with rates ranging from approximately $16.68 to $90.40 per hour depending on occupational classification. Base performance runs September 1, 2026 through August 31, 2027, with three one-year option periods through August 31, 2030. Contract budget is $19 million. NAICS code is 541690.
