About this file
This is a Questions and Answers document for solicitation 36C26126Q0817, addressing clarifications on the VA Pittsburgh Healthcare System's (VAPAHCS) Lockout Tagout Procedures generation project. The document does not address specific contract terms, pricing, or response dates, but rather provides essential operational clarifications for prospective contractors.
Key operational details clarified include: VAPAHCS will not provide an existing platform, requiring contractors to furnish a complete management system for the procedures; the VA will handle QR code generation, linkage to procedure paths, and storage on VA IT systems while the contractor provides coordination and assistance; the VA commits to providing equipment access in full-day contiguous blocks at each division with a subject matter expert (SME) available at each scheduled field day, limited to 10 SME hours per week; contractors may conduct phased site-campaign schedules with VA approval and may continue field work at other locations while batches of up to 225 procedures undergo SME review; for patient-care and restricted areas, the VA will coordinate escorted access or provide after-hours availability (typically after 3 PM), with PIV-credentialed contractors permitted unescorted access with provided keys; and the contractor badging and TB screening documentation process typically requires two to four weeks post-award, dependent on contractor responsiveness and scheduling relative to the September 1, 2026 start date.
