About this opportunity

The U.S. Embassy in Kuala Lumpur seeks creation of a music video commemorating the 250th anniversary of American independence, with quotations due May 19, 2026 at 12:00 noon Malaysia time. No set-aside applies.

Place of performance is Malaysia. The contractor must produce a video not exceeding 3 minutes featuring Malaysian singers or artists, with final delivery by June 30, 2026. The budget ceiling is MYR 117,000 (approximately $25,000 USD), inclusive of all costs and taxes; the Embassy will not consider revised budgets above this amount. The contractor must demonstrate over 30 years of experience in composing, songwriting, and producing within the Malaysian music industry, or engage subcontractor musicians and singers with that experience. Quotations exceeding $40,000 USD require valid active SAM.gov registration at proposal submission; those below $40,000 USD do not.

The scope encompasses pre-production through post-production: identifying and securing Malaysian artist participation, selecting and licensing an appropriate song with all necessary synchronization and performance rights, developing creative concepts aligned with Freedom 250 branding guidelines, recording professional-quality audio and video, and editing for broadcast, online, and social media distribution. The contractor must secure all music, image, and performance rights for indefinite use by the U.S. Government for social media, websites, events, and occasional diplomatic broadcast. All intellectual property created becomes the property of the U.S. Embassy. Proposals must specify whether the proposed song is existing or newly created, disclose subcontractors, and include at least two references with website links demonstrating previous work. Song and artist selection, filming locations, and number of participating artists are contractor proposals. Performance may use either Malaysian or American artists and compositions; filming must occur in Malaysia. Full payment is due within 30 days after job completion and acceptance of invoice. Evaluation uses best-value criteria. NAICS 512110, PSC T006.
