About this file

This document is a Questions and Answers (Q&A) file for Solicitation No. 19MY3026Q0011, issued by the U.S. Embassy on April 17, 2026, clarifying requirements for the creation of a music video project.

The project requires contractors to produce a music video not exceeding 3 minutes in length featuring Malaysian singers/artists, with final delivery by June 30, 2026. The budget ceiling is MYR 117,000 and must include all costs, including music licensing and rights acquisition. Performance of work shall occur in Malaysia. The song selection, number of participating artists, and filming locations are left to the contractor's creative proposal, though the Embassy will provide Freedom 250 branding guidelines after contract award. Language should preferably be in both English and Bahasa Malaysia or English only, with a preferred collaboration between U.S. and Malaysian artists. Award will be made based on best value to the U.S. Government. The U.S. Department of State will own the master recording and all materials upon project completion; "global distribution" is limited to government and non-commercial use including social media, websites, events, and occasional diplomatic broadcast. Contractors must secure all necessary rights, licenses, and releases from participating artists and rights holders to enable ownership transfer. Proposals must include details of subcontractors and at least two references with website links demonstrating previous work. The number of revision rounds will be determined by the Embassy following award.
