About this opportunity
The Federal Aviation Administration (FAA) is procuring Surge Protective Devices (SPDs) through Solicitation No. 6973GH-25-R-00145, with the devices being brand-name mandatory units sourced exclusively from RayCap. The SPDs are required to replace obsolete and improperly installed equipment in the National Airspace System (NAS) and must meet strict technical specifications including a maximum peak current of 200 KA for a single strike and 0.999 availability per FAA-STD-019G standards. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with a base year and four option years covering multiple voltage and phase configurations (120/240V single-phase, 208Y/120V three-phase, 480Y/277V three-phase, and 480V delta configurations). Proposals will be evaluated using a Lowest Price - Technically Acceptable (LPTA) methodology based on two factors: understanding of the requirement and past performance, with each factor rated as Acceptable or Unacceptable. Offerors must submit responses electronically to Samantha.A.Pearce@faa.gov by 5:00 P.M. Central Time on December 5, 2025 (the extended deadline per Amendment 0003), and written questions must be received no later than one week before the closing date to allow adequate response time.
The solicitation operates under unrestricted competition as established by Amendment 0002 (posted November 5, 2025), meaning both small and large businesses may submit proposals, with no set-aside designation in effect. RayCap is identified as the sole approved manufacturer, with no incumbent contractor named in the documents. The procurement structure requires a unique 50% upfront investment prior to manufacturing and 50% upon delivery, with a standard 9-week delivery timeframe to Operating Stock in Oklahoma City, Oklahoma 73179. Contractors must demonstrate relevant past performance with at least three projects valued at $2,000,000 or more completed within the last three years and must be registered in the System for Award Management (SAM) by the proposal deadline. All offerors are required to acknowledge Amendments 0001, 0002, and 0003 in their bid submissions, or provide signed copies of these amendments, with failure to do so rendering proposals non-responsive.
