About this file

This Statement of Work (SOW) details the Federal Aviation Administration's (FAA) requirement for Surge Protective Devices (SPDs) to replace obsolete and improperly installed equipment in the National Airspace System (NAS). The SOW specifies that SPDs must meet strict technical requirements, including a maximum peak current of 200 KA for a single strike, 0.999 availability, and a 9-week delivery time. Approved devices are from RayCap/Rayvoss, with specific voltage and configuration specifications for single-phase and three-phase systems, supporting wire sizes up to #4/0.

Delivery will be to Operating Stock in Oklahoma City, OK, with specific submittal requirements including equipment specification sheets, laboratory test data, delivery lead time, and standard manufacturer warranty. The procurement is being handled by AJW-1/AJW-2 and AJW-L/FAA Logistics Center as Government Furnished Equipment (GFE). Raycap, the manufacturer, requires a unique payment structure of 50% upfront investment prior to manufacturing and the remaining 50% upon delivery. Any equipment substitutions must be approved by the FAA Program Office, and the devices must conform to FAA-STD-019G specifications.

STATEMENT OF WORK

Surge Protective Device

PURPOSE:

In the National Airspace System (NAS) some surge protective devices, also called transient voltage surge suppressors (TVSS), are obsolete and/or improperly installed. To ensure safe operation in the FAA, AJW-1/AJW-2 and AJW-L/FAA Logistics Center (FAALC) has undertaken a large-scale optimization project to assess and prioritize the most hazardous SPD installations in the National Airspace System (NAS), then replace them with more up-to-date SPD technology using correct disconnect and installation methods. AJW-L requires the solicitation and procurement of SPDs to be issued as Government Furnished Equipment (GFE).

SCOPE OF WORK:

• Provide SPD’s that meet the following requirements:

o Attachment 1 (FAA-STD-019G, Section 5.7 Surge Protective Device (SPD) –

Equipment Specification Requirements, including surge current lifetime rating shown in Table 12, via demonstrated laboratory test data.

o SPD Manufacturer must provide test data that passed a maximum peak current of 200 KA for an individual single strike (8 x 20) µs. to withstand High to Extreme High- Risk Exposure o Must meet 0.999 availability Per Follow ORDER JO 6000.36B o Must meet the delivery time of 9 weeks

• FAA approved equipment or equivalent:

Table 1 below lists a sample of SPDs designated by FAA as already approved. Any equivalent submittal items must fit the salient features and characteristics of the approved items below, as well as meet the SPD requirements listed above. To see full list of approved product part numbers see attached SPD bid sheet.

1. Any substitution must be approved by the FAA Program Office.
