About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks heated chemical cleaning, flushing, and passivation of chilled water closed-loop systems serving Bachelor Enlisted Quarters at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River, with proposals due September 9, 2026. This is a total small business set-aside restricted to three pre-qualified Mechanical MACC contractors holding existing NAVFAC indefinite delivery contracts: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc.

Place of performance spans Camp Lejeune, North Carolina and subordinate locations including Marine Corps Air Station/Camp Johnson, French Creek, Hadnot Point, Camp Geiger, Courthouse Bay, and Wallace Creek. The project is divided into two packages: Package 1 covers eight buildings at Marine Corps Air Station/Camp Johnson; Package 2 covers 34 buildings across the other locations. Estimated cost ranges from one million to five million dollars, with contract completion 365 days after award. Award will be made on a lowest price basis with a 60-day proposal acceptance period.

Contractors must conduct operations to minimize interference with normal facility operations while the facility remains operational. Work must comply with UFGS 23 25 00 (HVAC Water Treatment) and Section 23 24 00 (Hydronic Pipe Cleaning), with removal of organic soil, hydrocarbons, flux, pipe mill varnish, pipe compounds, and iron oxide required; removal of tightly adherent mill scale is not required. Chemical treatment uses sodium sulfite (30–100 ppm), sodium lauroyl sarcosinate (30–100 ppm), and pH adjustment to 8.5–9.5 using dipotassium phosphate. All chemicals must be acceptable for sanitary sewer discharge pending Environmental Affairs Division approval. A superintendent with minimum 10 years' construction experience (5 years as superintendent on similar projects) must be on-site at all times.

Bond requirements are tiered: no bonds for proposals under thirty-five thousand dollars; payment bonds for proposals thirty-five thousand dollars and greater; bid, payment, and performance bonds for proposals one hundred fifty thousand dollars and greater, with bid bonds at 20% of proposal amount. Liquidated damages are assessed at eight hundred eighty dollars per calendar day. Prevailing wage requirements apply per General Decision NC20260010. Contractors must complete Environmental Management System and general environmental awareness training prior to or within 30 days of work commencement and obtain DBIDS badges. UXO 3R training requirement is waived. A mandatory site visit was held July 15, 2026 at 9:00 a.m. at location AS4004.
