About this file
This is Amendment No. 0005 to Solicitation N40085-26-R-9049 for FY26 Multiple Location BEQ Chiller Loop Flushing and Chemical Cleaning services at Camp Lejeune, NC. The amendment, effective August 25, 2026, contains responses to 17 Requests for Information (RFIs) submitted by prospective contractors. Key clarifications include: contractors must verify geothermal system status and equipment locations through drawings and site visits; cold chemical flush is acceptable instead of the 120-degree F detergent solution to minimize building cooling system downtime; industry standard Sodium nitrite/Borate/Azole inhibitor package with minimum 600 ppm Nitrite residual is acceptable for system passivation; systems must be flushed at designed pressures not exceeding 100 psi to avoid overpressuring; damaged strainers must be replaced; contractors must field-verify all system features as actual field conditions supersede drawings; no glycol is present in any systems on record; and the UXO 3R Training Requirement is waived since all work occurs within buildings with no digging required. The amendment clarifies that volume testing is not required if volume can be reasonably estimated and chemicals added in sufficient quantities to achieve clean water samples, and that the entire system must be treated. Contractors must acknowledge receipt of this amendment prior to proposal submission to avoid rejection. All other terms and conditions of the original solicitation remain unchanged.

ANSWER: Verify with drawings and Site Visit
2. QUESTION: We need to know the quantity and location of each piece of equipment that has strainers as well as the type and size of system we are to clean. Can drawings be provided for each building?
ANSWER: Verify with drawings and Site Visit
3. QUESTION: The RFI cut off date is 6/22/26 in the RFP. Is that supposed to be 7/22/26?
ANSWER: Refer to the extended Bid Date
4. QUESTION: UFGS 23 25 00 and Section 23 24 00 (Hydronic Pipe Cleaning) are mentioned in the Project Objective and Location but are not included in the specifications or contract documents. Please provide. Loop clean details provided.
ANSWER: Cold chemical flush will be acceptable to avoid numerous system shut-downs.
5. QUESTION: 2.0 - Passivation / Treatment Chemicals - The required chemical treatment is treatment technology that is not commonly used. We use the industry standard Sodium nitrite/Borate/Azole inhibitor package for closed chilled water systems with a minimum Nitrite (NO2) residual of 600 ppm for system passivation and protection. Is the Verify with drawings and Site Visit an acceptable means and method?
ANSWER: The industry standard Sodium nitrite/Borate/Azole inhibitor package for closed chilled water systems with a minimum Nitrite (NO2) residual of 600 ppm for system passivation and protection is acceptable. Please submit intended process to be used.
6. QUESTION: Can the government provide drawings for the buildings.
ANSWER: Provided
7. QUESTION: For removing the organic soil. Is there any geothermal system that requires underground high velocity flushing in this job? If so, what building is required? And what is the requirement specs for GPM and FPM, etc. OF the high velocity flushing if it is applicable. Please keep in mind that high velocity flushing could cause leak in the piping loop, coils especially, on the underground and above ground piping.
ANSWER: Refer to the drawings for the type of systems per building. Flush the systems at designed pressures, do not exceed 100psi. Avoid over-pressuring the system.
8. QUESTION: Does cleaning the strainer in the BEQ VAV and FCUs require escort from the building maintenance. Would the government provide a key for the ceiling access doors?
ANSWER: Provide schedules and escorts will be arranged.
9. QUESTION: Does any of the system loops has Glycol? Which buildings? How does it need to be addressed?
ANSWER: None on record
10. QUESTION: Has any of the buildings had a water leak in the past or at present that needs to be addressed?
ANSWER: None indicated
11. QUESTION: Do we need to replace the strainers if they are damaged or rusty? Please advise.
ANSWER: Damaged strainers will need to be replaced.
12. QUESTION: Does every building have flushing connections?
ANSWER: Contractor to field verify all system features, actual conditions in the field always supersede drawings
13. QUESTION: What buildings (if any) have glycol, and if so, does it need to be replaced?
If replacement is required, what percentage should be replaced?
ANSWER: None on record
14. QUESTION: Phase 1: Install temporary bypass piping upstream and downstream.
Should the system be treated throughout the entire system to ensure the entire system is clean?
ANSWER: Treat the entire system.
15. QUESTION: Is a volume test necessary? As long as the volume can be reasonably estimated, the chemicals can be added in sufficient quantities to achieve a clean water sample.
ANSWER: No, the volume test will not be required if the volume can be reasonably estimated, the chemicals can be added in sufficient quantities to achieve a clean water sample.
16. QUESTION: If the same results can be achieved with a cold cleaning process, can the requirement for a 120 degree F detergent solution be waived? This would help alleviate downtime of the building cooling system.
