About this opportunity

This solicitation seeks proposals for multi-media environmental compliance services with an emphasis on stormwater, wastewater and drinking water programs. The Naval Facilities Engineering Command Washington D.C. area of responsibility requires offerors to provide services including stormwater management, wastewater permitting and compliance, drinking water systems, air quality, waste management, storage tanks, environmental management systems, other environmental liabilities, planning, natural and cultural resources, and installation restoration in accordance with applicable regulations. Proposals will be evaluated based on technical approach, corporate experience, safety, and past performance. Proposals must be submitted no later than April 29, 2020 through the DOD Secure Access File Exchange system.

This opportunity is set aside for woman-owned small businesses. Offerors must demonstrate experience in NAICS 562910 environmental consulting services and PSC Q201 environmental services. Services will be provided over five years to locations within the NAVFAC Washington D.C. area of responsibility and U.S. territories. Pricing is to be submitted using the provided labor rate schedule template for categories including program managers, engineers, scientists, technicians and administrative staff to be applied to the base period and any option periods exercised.

This is a Solicitation Notice for Multi-Media Compliance services with Emphasis on Stormwater, Wastewater, and Drinking Water for the Naval Facilities Engineering Command (NAVFAC) Washington, DC Area of Responsibility (AOR) and US Territories.

Offerors will be required to provide a full range of multi-media environmental compliance services with an emphasis on:  Stormwater, Wastewater, and Drinking Water; and additionally Air Quality and Clean Air Act Compliance, Waste and Materials Compliance, Storage Tank and Spill Compliance, Environmental Management System (EMS), Other Environmental Liabilities (OEL), Environmental Planning, Natural/Biological Resources, Cultural Resources, and Installation Restoration, in compliance with applicable Department of Defense (DoD); Department of Navy (DON); Federal, State and local statutes and regulations; and with DoD and DON policies, instructions and guidance.

The purpose of  Amendment 0003 is to:

The purpose of this amendment is to provide the Government’s revised response to RFI#26 and provide a response
to RFI#45, which was submitted to seek clarification to RFI# 26.

1.    Extend the proposal due date from 15 April 2020 at 2:00PM EST to 29 April 2020 at 2:00PM EST

2.    Extend the Government cut-off date for Requests for Information (RFIs) from 20 March 2020 at 
2:00PM EST to 08 April 2020 at 2:00PM EST.

3.    Provide Government responses to RFIs, via attachment under file name: N4008020R0013_GPIF 
dated 25 March 2020_Amendment 0001

4.    Revise Content of Proposals Clause 5252.215-9300 to remove the requirement for hard copy

proposal submissions via proposal binders and CDs. The Government will accept proposals 
electronically via DOD Secure Access File Exchange (SAFE) only.

5.    Revise Section L, L.2 Proposal delivery to remove the requirement for hard-copy proposal 
submissions (to include mail delivery and hand-delivered proposals). The Government will accept 
proposals electronically via DOD Secure Access File Exchange (SAFE) only.

6. Modify Block 9 of SECTION A - SOLICITATION/CONTRACT FORM to change the Depository Location from
First Floor, Building 212 to N/A and reduce the number of offeror copies from 4 to 0.
