AMENDMENT 0001
The purpose of this Amendment is to:
1. Extend the proposal due date from 15 April 2020 at 2:00PM EST to 29 April 2020 at 2:00PM EST
2. Extend the Government cut-off date for Requests for Information (RFIs) from 20 March 2020 at 2:00PM EST to 08
April 2020 at 2:00PM EST.
3. Provide Government responses to RFIs, via attachment under file name:
N4008020R0013_GPIF dated 25 March 2020_Amendment 0001
4. Revise Content of Proposals Clause 5252.215-9300 to remove the requirement for hard copy proposal submissions via proposal binders and CDs. The Government will accept proposals electronically via DOD Secure Access File Exchange (SAFE) only.
5. Revise Section L, L.2 Proposal delivery to remove the requirement for hard-copy proposal submissions (to include mail delivery and hand-delivered proposals). The Government will accept proposals electronically via DOD Secure Access File Exchange (SAFE) only.
6. Modify Block 9 of SECTION A - SOLICITATION/CONTRACT FORM to change the Depository Location from First Floor, Building 212 to N/A and reduce the number of offeror copies from 4 to 0.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
L.2 PROPOSAL DELIVERY
a) Proposal due date: Wednesday, April 29, 2020, 2:00 p.m. Eastern Time
b) By Electronic Submission:
Offerors shall submit proposals electronically via DOD Secure File Exchange (SAFE) to olisha.costa@navy.mil. Proposals shall be clearly marked “N40080-20-R-0010 Multi-Media Environmental Compliance Services- Fuel Storage Tanks/Spill, Air, and Waste/Material Services”.
Ultimately, it is the offeror's responsibility to ensure timely proposal submission to the specific point of contact. To confirm receipt of all electronic submissions, contact Olisha Costa at 202-685-1257, olisha.costa@navy.mil
Per FAR 15.208(1)(i): (1) Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is “late” and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late proposal would not unduly delay the acquisition; and—(i) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.
L.4 PRE AWARD INQUIRY FORM
All Government Preaward Inquiries/Requests for Information shall be submitted in writing to the Contract Specialist at: olisha.costa@navy.mil, prior to the Government cut-off date of: Wednesday, 08 April 2020 at
2:00PM EST. All questions must be submitted on the provided Government Preaward Inquiry Form attached in Beta.SAM.gov, (https://www.beta.sam.gov), file titled: Attachment A-N4008020R0013GPIF.xls. It is the offeror’s responsibility to verify receipt of all questions with the Contract Specialist, Olisha Costa.
The following have been modified:
5252.215-9300 Content of Proposals. CONTENT OF PROPOSALS (FEB 2016)
Solicitation Submittal requirements for Price and Technical Proposals, the requirement for hard copy proposals and electronic CDs has been removed. Offerors shall submit proposals via DOD SAFE. PLEASE ENSURE THAT
THE PRICE PROPOSAL AND TECHNICAL PROPOSAL ARE UPLOADED IN SEPARATE FILES.
(a) PROPOSAL REQUIREMENTS. The price/cost proposal and non-price proposal shall be submitted in separate files. The technical proposal shall not contain any cost/pricing information. The technical proposal presented by the offeror to whom the award is made will be incorporated into the contract at time of award.
(b) The offeror shall submit the following information:
1. Price Proposal-With the price proposal, submit the following:
a. Executed SF33. Offeror shall insert its company name and address in Block #13, telephone number in Block #15B, acknowledge all amendments in Block #14 (if applicable), name and title of person authorized to sign Block #16, signature in Block #17, and offer date in Block #18 of the SF33. In addition, offeror shall provide its DUNS Number, CAGE code, and Federal Tax ID number with its proposal.
b. Offerors shall submit one set of fully burdened rates. The fully burdened rates submitted must include costs for all firms proposed under Factor 1 as well as inclusive of direct labor, indirect costs, overhead, general & administrative, profit, and escalation rate (applicable to Years 2-5 and the 6 month option period), for each labor classification necessary to support this project. Offerors shall submit rates utilizing the Attachment B-Storm Water, Wastewater and Drinking Water IDIQ Cost Template provided.
c. SAM registration. Offeror shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement at the time the offer is submitted. If a Representation of Certification required by Section K of the RFP is not provided in SAM, include the representation or certification in your price proposal.
d. FAPIIS Certification. Offeror shall ensure that the information provided in Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete.
e. VETS-4212 registration. If the Offeror is required to submit a VETS-4212 report, the Offeror shall ensure it has submitted a current VETS-4212 report to the Department of Labor (DOL) website, http://www.dol.gov/vets/vets4212.htm. An email confirmation of the submission can be requested and received by the Offeror from the DOL website and submitted in the price proposal.
If the Offeror is not required to submit a report to VETS-4212, the Offeror shall include a brief statement and justification explaining why the Offeror is not required to submit a report. Offerors may visit the VETS-4212 website to obtain information on whether your company is required to submit a VETS-4212 report.
f. Text will be black utilizing a minimum Arial Font of 11 with the pages numbered and single-spaced.
g. There is no page limitation on the pricing proposal.
2. Technical Proposal- With the Technical proposal, submit the following:
a. The Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified (e.g., joint venture member, partner, team member, subcontractor, etc.). The agreement or letter of commitment must be signed by officers with authority to bind the companies, and should clearly identify the company names, DUNS numbers, and point of contact information (address, email, phone, and fax). Note, agreements or letters of commitment will not count towards the page limitations.
b. Offerors contemplating a Joint Venture shall show evidence in their proposal that the joint venture agreement has been received by the SBA prior to proposal due date if SBA’s approval is required.
c. The technical proposal shall not exceed 150 pages in length. Past Performance Questionnaires and Contractor Performance Assessment Reports will not count towards the page limitations.
Page limitations by technical factors are as follows:
d. Offerors shall put their company name on every Non-Price page. Text will be black utilizing a minimum Arial Font of 11 with the pages numbered and single-spaced.
