About this opportunity
Air Combat Command seeks removal and replacement of carpet and luxury vinyl plank (LVP) flooring in four buildings at Shaw Air Force Base, South Carolina, with proposals due September 22, 2026 at 2:00 p.m. EST. The procurement is a 100% small business set-aside under NAICS 314110. Amendment 0005, issued September 18, 2026, reopened the solicitation to establish standardized pricing submission requirements after initial offers failed to comply with carpet and carpet adhesive pricing instructions; all offerors, including those who previously submitted, must resubmit using the revised Attachment 7 pricing worksheet with populated Tier I not-to-exceed pricing for carpet and carpet adhesive and annotated pricing on SF1449.
Place of performance is Shaw AFB, Sumter County, South Carolina. Work covers Building 106 (750 square yards of modular carpet with 1,800 linear feet of cove base), Building 615 (5,010 square feet of Karndean Van Gogh LVP with 1,163 linear feet of cove base), Building 710 (1,450 square yards of modular carpet with 2,830 linear feet of cove base), and Building 825 (1,200 square yards of carpet and 600 square feet of LVP with 2,300 linear feet of cove base). Performance periods are 45 calendar days for Buildings 106 and 710, and 30 calendar days for Buildings 615 and 825, commencing September 21 and concluding by November 5, 2026.
Service Contract Act prevailing wage (Wage Determination 2015-4439, Revision 31, effective August 27, 2026) applies. Contractor mark-up or profit is not allowable on flooring materials purchased through seven designated Tier I suppliers: Mohawk, Interface Americas, Tarkett, Bentley, Engineered Floors, Mannington, and Milliken. The government expects simultaneous work on all four buildings with Building 710 as priority. Award will be made to the technically acceptable, lowest-priced offer. Offerors must acknowledge all amendments by returning signed copies with their revised offers.
