About this opportunity

The U.S. Department of Agriculture Forest Service is soliciting bids for toilet pumping services at 13 locations across the Mt. Pinos Ranger District in Los Padres National Forest. The contractor will be responsible for providing all labor, materials, equipment, transportation, and services necessary to pump vault and septic tank toilets at various campgrounds and trailheads, with annual service volumes ranging from 1,200 to 2,400 gallons per location. Key qualifications include the ability to operate four-wheel drive vehicles capable of navigating challenging forest roads with limited cell service, including winding mountain roads with dirt, partial pavement, and asphalt surfaces that may be icy or snowy during winter months. The Forest Service will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) evaluation method, considering past performance and price as factors in determining the award. Offerors must submit technical and price proposals via email to Erin Scott-James by December 17, 2025, at 12:00 PM Pacific Time, and all questions or clarifications must be submitted prior to the proposal deadline.

This solicitation is set aside for total small business participation, with a small business size standard of $9.0 million under NAICS code 562991. No incumbent contractor is identified in the solicitation materials. The contract will be a firm-fixed price award with a base year running from January 26, 2026, to January 25, 2027, followed by four one-year option periods extending through January 25, 2031, with active service delivery occurring annually from May 1 through October 31. The 13 service locations span five California counties—Ventura, Kern, San Bernardino, Santa Barbara, and Monterey—extending from Frazier Park and New Cuyama in the west to Ventucopa in the south. Contractors must have an active System for Award Management (SAM) registration and provide pricing for all line items to be considered responsive; specific wage determination documents have been provided for each county to ensure compliance with service contract labor standards.
