Proof of Electronic Data Interchange capability conforming to X12 formats and Trade Agreements Act compliance certification are also required. All supplies must be new (not remanufactured), covered by manufacturer warranty, and maintain at least six months shelf life upon delivery. Pricing is FOB Destination and must include all handling and transportation costs; suppliers cannot assess additional freight charges except in emergency situations with customer agreement. Awarded suppliers must establish commercial agreements with Prime Vendors within 60 calendar days of MSPV Product List release and comply with specified EDI transaction requirements, product delivery standards, recalls procedures, and annual BPA reviews. Evaluation criteria include technical criteria and price, with VHA clinicians participating. The BPA does not obligate the Government to purchase any specific quantity or reserve funds. Notice text
THIS IS A COMBINED SYNOPSIS AND SOLICITATION NOTICE OF TIERED EVALUATIONS: This procurement action for medical/surgical prime vendor (MSPV) items is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business
concerns and 8(a) participants having priority; and (4) large business concerns.
The Department of Veterans Affairs (VA) is publishing this Request for Quotes (RFQ) on September 15, 2026, for the acquisition of consumable commodities in support of the Medical/Surgical Prime Vendor (MSPV) Program catalogue. The MSPV Program is a partnering effort between Veterans Healthcare Administration (VHA) and the VA Office of Acquisition, Logistics & Construction (OALC) to deliver a national strategic sourcing solution that combines a formulary approach with electronic cataloging and ordering of a wide range of medical and surgical supplies for the Veterans Administration Medical Centers (VAMC) and related facilities. The establishment of Blanket Purchase Agreements (BPAs) is in direct support of this initiative and is a key element in the success of the MSPV Program, as the BPAs will provide the mechanism that will supply the types of supplies for distribution to all VHA facilities located in the United States (U.S.) and all U.S. Territories. In order to support the MSPV Program, the VA will establish BPAs for medical/surgical supplies through Open Market BPAs under FAR Part 12. This solicitation is structured as a tiered evaluation to maximize Service-Disabled Veteran-Owned Small Business and Veteran-Owned Small Business (SD/VOSB) participation. Quotations will be evaluated based on technical criteria and price. VHA clinicians will participate in evaluating all supplier quotations and awards will be made using comparative analysis.
NOTE: All items are original equipment manufacturer products, and only the items listed can be quoted. We are not seeking “like” or substitute items. Quotes for items not listed by OEM number on the quote sheet will not be accepted. Please see Combined Synopsis/Solicitation Notice for full details of the solcitation.
