Key requirements include maintaining ServSafe food handling standards, implementing HACCP-compliant food safety operations, developing 20-day menu cycles that accommodate various dietary restrictions, obtaining host nation licenses and permits, and providing general liability insurance of $15,000 per occurrence. The Government will award a firm fixed-price contract to the lowest-priced, technically acceptable, responsible offeror based on evaluation of pricing, technical qualifications, personnel experience, quality control plans, risk management plans, and organizational capacity. The deadline for proposal submission was originally March 23, 2026, but has been extended to March 31, 2026 at 2:00 P.M. local time; a pre-quotation conference was held on March 4, 2026.

This solicitation does not include set-aside designations and no incumbent contractor is identified. The contract covers a one-year base period with four optional one-year renewal periods, providing potential contract duration of up to five years. The contractor will serve meals to seven individuals and must work closely with the Mess Non-Commissioned Officer, who handles food procurement on a bi-weekly basis following approval of a 30-day menu. Personnel requirements include at least one MSG Detachment Cook with a minimum of three years' food service management experience, and all personnel must undergo security clearances and background checks. All work will be performed at the Marine Security Guard Residence located at 28 Bel Air Gardens, Georgetown, Guyana, and the contractor must submit extensive documentation within 10 days of award, including quality control plans, standard operating procedures, and an implementation transition plan.
