Questions and Answers

1. Can we bring our own US-based Chef to the Embassy for services?

The RFQ does not prohibit the use of a US-based chef, but all contractor personnel must comply with Embassy security requirements, including background checks. The contractor is responsible for submitting personnel data for all employees and supervisors. Security checks are expected to take 30 days; the Government reserves the right to deny access to any individual.

2. Is the US-based awardee allowed to operate from the US for this contract with rotating culinary personnel throughout the year?

During the first 180 days of performance, the Contractor will make no substitutions of key personnel unless the substitution is required due to illness, death, or termination of employment. The Contractor will notify the Contracting Officer within 5 calendar days after the occurrence of any of these events.

Any substitution after 180 days requires advance notice, justification, and Contracting Officer Representative (COR) approval.

3. Can you provide photos of the kitchen to be used?

The RFQ does provide a list of government-furnished equipment and a site visit was scheduled, which was the appropriate opportunity to view the facilities.

4. Are there any dietary restrictions or nutrition information for each of the service members we will need to accommodate?

The RFQ states that the menu must accommodate a variety of dietary needs, including health, cultural, and religious restrictions, and must

comply with the Dietary Guidelines for Americans. However, it does not provide individual dietary or nutrition information for each service member. The contractor is expected to provide menu options for various dietary requirements.

5. Can we, as the US-based awardee; subcontract local Guyana personnel to execute this contract? And if so, please give us that information to provide.

The RFQ does not prohibit subcontracting local personnel. The contractor is responsible for compliance with all local labor laws, obtaining necessary licenses and permits, and ensuring all personnel meet security and qualification requirements.
