About this opportunity

The Department of State, through the U.S. Embassy Kuwait, seeks quotations for cooking services at the Marine Security Guard Residence, with questions due November 18, 2026 and quotations due November 25, 2026. The procurement is unrestricted, with no set-aside used.

Place of performance is Kuwait, covering the MSGR residence and POST 1 office locations for menu service. A site visit is scheduled for November 17, 2026 at 11:00 AM Kuwait local time, and offerors are strongly encouraged to inspect the site. The contractor provides daily breakfast (7:00 to 9:30 AM), lunch (11:00 AM to 1:30 PM), and dinner (5:00 to 7:30 PM) Sunday through Thursday for five to nine Marine security personnel, along with all labor, supervision, management, materials, and equipment. The Government furnishes kitchen equipment, pots, pans, dishware, and food storage facilities. The contractor may propose additional equipment at its own expense with COR approval. Subcontracting is prohibited; all services must be performed by the contractor's own employees.

Qualification requirements include a lead cook with a minimum of three years' experience managing food service in premium-level environments and good English language skills, cook resumes showing a minimum of three years' food service experience, ServSafe food handling standards, and a 20-day rotating menu meeting FDA/USDA standards. Offerors must provide Kuwait business registration, food service licenses, and proof of valid residence permits for personnel under their direct sponsorship. Insurance requires general liability coverage of $10,000 per occurrence and $25,000 cumulative for bodily injury, and $10,000 per occurrence and $50,000 cumulative for property damage, with evidence due within ten days of award.

The Government intends to award a firm-fixed-price contract for one year with four one-year options, priced monthly in Kuwaiti Dinars with no Value Added Tax applicable under the Embassy's tax exemption certificate. No total value is stated. The Government will award to the lowest-priced, technically acceptable offeror without discussion, reserving the right to hold discussions under FAR 12.203 and 12.204. Amendment 0001, issued November 4, 2026, corrects a file name and updates the holiday table to 2027; all other terms are unchanged, and offerors must acknowledge the amendment before the deadline. Quotations are submitted as eight electronic attachments in PDF or Word, with the price proposal in Word only.
