About this opportunity
Military Sealift Command, a Department of the Navy activity, is preparing to procure the relocation of its Headquarters and Atlantic Area Command, moving approximately 1,500 employees into new cubicles and offices, with Sources Sought responses due November 6, 2026 at 5:00 PM Norfolk local time. The notice lists no set-aside, and the Sources Sought states the Contracting Officer will use responses to decide among a small business set-aside, sole source to a large business, or open competition. The Sources Sought encourages responses from small, SDVOSB, WOSB, HUBZone, and 8(a) certified businesses. Work is performed at Naval Station Norfolk and at MSC Headquarters and Atlantic Area Command locations, from April 1, 2027 through August 15, 2027, across eight phases of 49 to 504 personnel each. Requirements include pre-move site assessments, a moving plan submitted at least one week before each phase, 7,500 packing boxes with packing materials, trained crews, and final inspection confirming delivery to designated cubicles per floor plans. Moves occur on weekends from 8:00 AM to 5:00 PM unless otherwise agreed. The contractor obtains base access for its employees and vehicles, is escorted in MSC buildings, and must not relocate personal items. No security clearance is required because the contractor will not handle classified material. Performance standards require 98% inventory accuracy, a 1% maximum damage rate, 100% schedule compliance, and daily status reporting by 6:00 PM on move days. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Cargo/Transit coverage of $0.5 million per vehicle or shipment. Liability for government property is at full replacement value, capped at $2 million aggregate. Sources Sought responses require organization name, CAGE code, capability, relevant history, and small business certification status, and large businesses must address FAR 52.219-14 compliance, including teaming and subcontracting details. The Sources Sought is a request for information, and the Government will not reimburse preparation costs. Associated codes are NAICS 484210 with a $34.0 million size standard and PSC V112.
