About this opportunity

The Bureau of Reclamation seeks furnishing, hauling, and stockpiling of 9,680 tons of riprap across three Middle Rio Grande sites in New Mexico, with proposals due September 1 at 3:00 PM Pacific Daylight Time. This is a total small business set-aside with a 550-employee size standard.

Place of performance includes three stockpile sites: Bernalillo (3,300 tons of 12-inch nominal diameter riprap), HWY 380 in Socorro County (5,500 tons of 16–24 inch diameter riprap), and RM 201.8 on Sandia Pueblo (880 tons of 16–24 inch diameter riprap). Delivery to Bernalillo and HWY 380 commences upon award; delivery to RM 201.8 is contingent on Contracting Officer's Representative approval from Sandia Pueblo and may be redirected to Bernalillo if pueblo approval is not granted before contract expiration on July 1, 2027.

Riprap must be hard, dense, and durable with specific gravity minimum 2.65, absorption maximum 2 percent, and sulfate soundness loss maximum 10 percent, meeting ASTM standards. Material must be predominantly angular, well-graded to specified gradation limits (12-inch nominal per Table 31 37 00B for Bernalillo; 16-inch nominal for other sites), and reasonably clean per visual inspection. Work commences within 15 calendar days of Notice to Proceed, limited to Monday–Friday 6:00 a.m. to 6:00 p.m. Dust abatement is required at all sites during delivery.

The contract is firm-fixed-price per ton including all labor, materials, transportation, equipment, supervision, tools, quarry development, water for dust control, and scale certification. Contractors may use quarry-scale weigh tickets from certified weighmasters without furnishing their own scales. A dedicated Onsite Safety Representative must be physically present during all deliveries and cannot serve simultaneously as driver or equipment operator. Service Contract Act prevailing wage rates apply by county: Sandoval and Bernalillo counties at Bernalillo and RM 201.8 sites; Socorro County at HWY 380. Proposals must include quarry location, material testing results, weighmaster qualifications, sediment control plans, and traffic control plans complying with MUTCD Part 6.

Evaluation weighs three equally weighted factors: Technical Capability (proposal not exceeding five pages), Past Performance (three most recent similar-scope contracts completed in the last three years), and Price.
