Summary: Statement of Work – MRG Riprap Supply 2026

This Statement of Work details riprap supply and stockpiling services for the U.S. Bureau of Reclamation's Middle Rio Grande river maintenance program. The contractor must supply, haul, and stockpile a total of 9,680 tons of riprap across three New Mexico locations: 3,300 tons of 12-inch nominal diameter riprap at the Bernalillo stockpile site; 5,500 tons of 16-24 inch diameter riprap at the HWY 380 stockpile site; and 880 tons of 16-24 inch diameter riprap at the RM 201.8 site (located on Sandia Pueblo and subject to separate approval). All work must include dust abatement during hauling and stockpiling. The contract period extends from award through July 1, 2027, with work beginning within 15 calendar days of the Notice to Proceed. Delivery to the Bernalillo and HWY 380 sites occurs upon contract award, while the RM 201.8 delivery depends on Contracting Officer's Representative approval and may be redirected to the Bernalillo site if pueblo approval is not granted before contract expiration. Work hours are limited to Monday through Friday from 6:00 a.m. to 6:00 p.m. at all sites.

The contractor bears all costs for labor, materials, transportation, equipment, supervision, and tooling under a fixed-price arrangement. Riprap must meet strict specifications including hard, dense, durable rock with specific gravity minimum of 2.65, maximum absorption of 2 percent, maximum sulfate soundness loss of 10 percent, predominantly angular shape with maximum dimension not exceeding three times minimum dimension, and well-graded sizing per provided gradation tables. All material must be reasonably clean as visually inspected by the Contracting Officer's Representative. Measurement and payment are based on certified weighmaster tickets documenting gross, tare, and net weights at state-tested scales. The contractor must submit detailed proposals including quarry location, material testing results, weighmaster qualifications, sediment control plans, and traffic control plans at least 15 days prior to material delivery and site mobilization.

1. INTRODUCTION / BACKGROUND

The U.S. Bureau of Reclamation (Reclamation) has authority for river maintenance of the Rio Grande between Velarde, New Mexico, and the headwaters of Caballo Reservoir under the Flood Control Acts of 1948 and 1950. “River maintenance” refers to river and infrastructure maintenance and restoration actions that accomplish one or more of the following (the order listed does not imply importance):

• Provide for effective transport of water and sediment to Elephant Butte Reservoir

• Conserve surface water within the Middle Rio Grande (MRG) Basin.

• Protect riverside structures and facilities

• Reduce and/or eliminate aggradation in the MRG

• Reduce the rate of channel degradation from Cochiti Dam south to Socorro

• Restore natural river processes

• Provide habitat improvement for the Endangered Species Act-listed species within the MRG Project Area

This riprap supply contract will provide Reclamation needed materials to meet its river maintenance responsibilities, specifically the protection of riverside structures and facilities during an emergency.

Three sites will receive riprap on this contract.

The Bernalillo Stockpile Site is approximately 17 miles north of the junction of I-25/I-40 and accessed from the eastside frontage road north of US 550.

201.8 Site and provide dust abatement at all sites when delivering riprap. Figure 1-3 shows the delivery location for the riprap material. With a total of 9,680 tons of riprap required.

2. The Bernalillo stockpile and HWY 380 stockpile will be delivered upon award of the contract. The RM 201.8 site will be delivered once the COR gives approval for delivery to the site. The RM 201.8 riprap may need to be delivered to the Bernalillo stockpile site if approval is not granted by the Sandia pueblo before the contract expires.

3. Should the riprap provided not conform to the specified sizes outlined in the contract, the contractor is required to remove any incorrectly sized riprap and deliver materials that meet the stipulated requirements.
