About this file
This file is a Questions and Answers (Q&A) document for Solicitation 140R4026Q0098, a Bureau of Reclamation (BOR) riprap supply contract. The Q&A clarifies specifications and requirements for delivering riprap material to three sites: Bernalillo Stockpile Site, RM 201.8 Site (Sandia Pueblo), and HWY 380 Stockpile Site.
The document addresses material specifications, including confirmation that a 12-inch nominal riprap gradation table (Table 31 37 00B on page 25 of the updated SOW) applies to the Bernalillo stockpile, while 16-inch nominal gradation applies to the other sites. For weighing requirements, contractors may use quarry scale weigh tickets from certified weighmasters without furnishing their own scales. Contractors must submit an existing quarry mineral report documenting rock specifications per Section 31 37 00 Part 2; no project-specific testing is required. Wage determinations are applied by county location: Sandoval and Bernalillo County wage determination applies to Bernalillo Stockpile and RM 201.8 sites, while Socorro County wage determination (replacing the original Lincoln County determination per Amendment 0001) applies to the HWY 380 site. The contract requires a dedicated Onsite Safety Representative physically present during all deliveries who cannot simultaneously serve as a driver or equipment operator.

Solicitation: 140R4026Q0098
Q&A MRG Riprap:
The following questions were received regarding this solicitation. The Government's responses are provided below and are hereby incorporated into and made a part of the solicitation.
Question 1: Section 31 37 00 provides a gradation table for nominal 16-inch riprap only.
Would you please confirm the gradation the Government expects for the 12-inch nominal riprap at the Bernalillo stockpile, or confirm that the 16-inch table is intended to apply to all sizes?
Government Response:12 inch nominal table will be applied. See updated SOW Table 31 37 00B on page 25.
Question 2: Section 31 37 00 states that weight slips from a certified public weighmaster at public scales, or a certified weighmaster stationed at the quarry, are accepted.
Would you please confirm that certified public or quarry scale weigh tickets will satisfy the weighmaster and scale requirements, so that contractor furnished scales are not required?
Government Response: Quarry scale weigh tickets will satisfy BOR’s need.
Question 3: Table 31 37 00A gives gradation limits for nominal 16" riprap, which covers the HWY 380 and RM 201.8 sites. The Bernalillo stockpile calls for 12" nominal diameter. Is there a gradation table for the 12" material that I may have missed, or would you like offerors to apply a different standard at that site?
Government Response:12 inch nominal table will be applied. See updated SOW Table 31 37 00B on page 25.
Question 4: The SOW asks for a Quarry Mineral Report with the proposal documenting the rock specifications in Section 31 37 00 Part 2. Will a quarry's existing mineral report and standard test results do the job, or does Reclamation want testing performed specifically for this project? I want to make sure I ask my quarry for the right thing the first time.
Government Response: The quarry mineral report will work
Question 5: There are two wage determinations attached, one for Sandoval and Bernalillo County and one for Lincoln County. Could you tell me which one applies to each of the three delivery sites? I would rather have that straight now than sort it out later.
Government Response: The wage determination will apply to whichever county the stockpile is located. Amendment 0001 replaces Lincoln County Wage Determination with Socorro County Wage Determination. See attached.
Solicitation: 140R4026Q0098
Sandoval and Bernalillo County wage determination:
- Bernalillo Stockpile Site
-RM 201.8 Site (Sandia Pueblo)
Lincoln County wage determination Socorro County wage determination
- HWY 380 Stockpile Site
Question 6: Section 1 35 30 requires the Contractor's Onsite Safety Representative to be physically present during all deliveries. May that person also serve as a driver or equipment operator, or does Reclamation want someone dedicated to that role and nothing else?
Government Response: BOR wants someone dedicated to that role.
