About this opportunity
The National Park Service Pacific West Region is seeking a contractor to install fiber optic communication systems at two locations within Mount Rainier National Park: the Nisqually Entrance area and Tahoma Woods. The project involves trenching and installing single-mode fiber optic cables, with specific requirements including a 24-fiber cable from building N-301 to the park boundary vault and 6-fiber cables connecting multiple buildings (N-101, N-102, N-103) at Nisqually, plus a 48-strand fiber cable installation at Tahoma Woods connecting the Administration Building to a junction box. Contractors must provide BICSI-certified technicians, comply with multiple technical standards including ANSI/TIA and NEC regulations, and offer a 20-year manufacturer's warranty on the fiber optic infrastructure. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method, considering qualifications of the construction team, technical approach, past performance, and price. Following Amendment One, proposals are due September 18, 2025 at 1:00 PM Pacific Daylight Time, with electronic submission required.
This opportunity is designated as a Total Small Business set-aside with a size standard of $19 million, and two prime contractors, NWTel and CTS Telecommunications, attended the site visit. The performance period runs from May 1, 2025 to May 1, 2026, with a 300-calendar day completion requirement and work must commence within 10 days of contract award. The installation work is scheduled to occur between September 1 and December 15, 2025, with archaeological monitoring required during ground-disturbing activities. The project encompasses approximately 700 feet of routing at Tahoma Woods and 350 feet at Nisqually, with conduit installation at depths of 30-36 inches where possible. Work will be performed at Mount Rainier National Park locations in Washington State, specifically at 55210 238th Ave. E. Ashford, WA 98304, and contractors must coordinate with Lewis County Public Utility District (LCPUD) for fiber connections to existing utility infrastructure.
